BETH GRIFFIN CHAIR COMMITTEE MEETING MINUTES Thursday, December 2, 2021 9:00 a.m. Room 327, House Office Building The House Committee on Workforce, Trades, and Talent was called to order by the Chair. The Chair requested attendance be called. The Clerk called the attendance and a quorum was present. Present: Reps. Griffin, Martin, Howell, Farrington, Markkanen, Sabo, Hope, O'Neal. Absent: Rep. Eisen. Excused: Rep. Eisen. Representative Martin moved to adopt the meeting minutes from October 28, 2021. There being no objections, the motion prevailed by unanimous consent. The Chair laid HB 5527 before the committee: HB 5527 (Rep. Griffin) A bill to amend 1966 PA 331, entitled "Community college act of 1966," by amending section 166 (MCL 389.166), as added by 2008 PA 359. At 9:02 a. m., the Chair went at ease at the call of the Chair. At 9:04 a.m., the Majority Vice Chair, Representative Martin, called the committee back to order. The Chair, the bill sponsor, explained HB 5527, and introduced Michael Hansen, President of the Michigan Community College Association, and Daniel J. Phelan, President of Jackson College, who testified in support of HB 5527. Questions followed. The following individuals submitted a card in support of HB 5527, but did not wish to speak: Bo Garcia, Dean of Community Education and Workforce Development at Lansing Community College; Chad Borodychuk, Director of Corporate Training and Continuing Education in the Business and Community Institute at Lansing Community College; Jonathan Byrd, representing Kellogg Community College; and David Q. Worthams, Director of Human Resource Policy for Michigan Manufacturers Association. At 9:15 a. m., the Majority Vice Chair, Representative Martin, went at ease at the call of the Chair. At 9:16 a.m., the Chair called the committee back to order. The Chair laid HB 5179 and HB 5180 before the committee: HB 5179 (Rep. VanWoerkom) A bill to amend 1936 (Ex Sess) PA 1, entitled "Michigan employment security act," by amending sections 28 and 29 (MCL 421.28 and 421.29), section 28 as amended by 2020 PA 229 and section 29 as amended by 2020 PA 258, and by adding section 67c. HB 5180 (Rep. VanWoerkom) A bill to amend 2006 PA 491, entitled "Michigan works one-stop service center system act," by amending section 13 (MCL 408.123). Representative Sabo moved to adopt the substitute (H-1) to HB 5179. The motion prevailed 6-0-1: FAVORABLE ROLL CALL Yeas: Reps. Griffin, Martin, Howell, Farrington, Markkanen, Sabo. Nays: None. Pass: Rep. Hope. Representative Greg VanWoerkom, the bill sponsor, explained HB 5179 (H-1) and HB 5180. Questions followed. Jonathan Byrd, representing the Michigan Laborers Union, testified in support of HB 5179 and HB 5180. The following individuals submitted a card in opposition to HB 5179 and HB 5180, but did not wish to speak: Peter Ruark, Senior Policy Analyst for the Michigan League for Public Policy; Todd Tennis, representing IBEW Michigan State Conference; Lisa Canada, representing the Michigan Regional Council of Carpenters; Bill Flory, representing the Michigan Association for Justice; and Lisa Ruby, representing Michigan Poverty Law Program. The following individuals submitted a card in support of HB 5179 and HB 5180, but did not wish to speak: David Q. Worthams, Director of Human Resource Policy for Michigan Manufacturers Association; Amanda Fisher, State Director for National Federation of Independent Business (NFIB); and Leah Robinson, Director of Tax Policy and Legislative Affairs for the Michigan Chamber. The Chair laid HB 5433, HB 5434 and HB 5435 before the committee: HB 5433 (Rep. Posthumus) A bill to amend 1978 PA 368, entitled "Public health code," (MCL 333.1101 to 333.25211) by adding section 16305a. HB 5434 (Rep. Griffin) A bill to amend 2016 PA 407, entitled "Skilled trades regulation act," (MCL 339.5101 to 339.6133) by adding section 407a. HB 5435 (Rep. Steven Johnson) A bill to amend 1980 PA 299, entitled "Occupational code," (MCL 339.101 to 339.2677) by adding section 407a. Todd Cook, Director of Legislative Affairs for the Michigan Department of Labor and Economic Affairs, submitted a card in opposition to HB 5433, HB 5434, and HB 5435. Representative Martin moved to report out HB 5433 with recommendation. The motion prevailed 5-0- 3: FAVORABLE ROLL CALL Yeas: Reps. Griffin, Martin, Howell, Farrington, Markkanen. Nays: None. Pass: Reps. Sabo, Hope, O'Neal. Representative Howell moved to report out HB 5434 with recommendation. The motion prevailed 5- 0-3: FAVORABLE ROLL CALL Yeas: Reps. Griffin, Martin, Howell, Farrington, Markkanen. Nays: None. Pass: Reps. Sabo, Hope, O'Neal. Representative Farrington moved to report out HB 5435 with recommendation. The motion prevailed 5-0-3: FAVORABLE ROLL CALL Yeas: Reps. Griffin, Martin, Howell, Farrington, Markkanen. Nays: None. Pass: Reps. Sabo, Hope, O'Neal. Representative Martin moved to excuse Representative Eisen from the meeting. There being no objections the motion prevailed by unanimous consent. There being no further business before the committee; Representative Markkanen moved that the committee adjourn.
