RODNEY WAKEMAN CHAIR COMMITTEE MEETING MINUTES Tuesday, December 7, 2021 12:00 p.m. Room 327, House Office Building The House Committee on Families, Children, and Seniors was called to order by the Chair. November 30, 2021 Mr. Gary Randall, Clerk Michigan House of Representatives State Capitol Building Lansing, MI 48913 Dear Clerk Randall, This letter is to notify you that am making the following committee appointments: Representative Luke Meerman as Vice Chair to the committee on Families, Children and Seniors. Sincerely, Jason Wentworth, Speaker Michigan House of Representatives The Chair requested attendance be called. The Clerk called the attendance and announced a quorum was present. Present: Reps. Wakeman, Meerman, Rendon, Roth, Tisdel, Pohutsky, Camilleri, Brenda Carter, Aiyash. Absent: None. Excused: None. Representative Rendon moved to adopt the meeting minutes from November 2, 2021. There being no objections, the motion prevailed by unanimous consent. LaGrand) A bill to amend 1975 PA 238, entitled "Child protection law," by amending section 7j (MCL 722.627j), as amended by 2010 PA 81. HB 5276 (Rep. Brenda Carter) A bill to amend 1975 PA 238, entitled "Child protection law," by amending section 7 (MCL 722.627), as amended by 2018 PA 56. HB 5279 (Rep. Camilleri) A bill to amend 1973 PA 116, entitled "An act to provide for the protection of children through the licensing and regulation of child care organizations; to provide for the establishment of standards of care for child care organizations; to prescribe powers and duties of certain departments of this state and adoption facilitators; to provide penalties; and to repeal acts and parts of acts," by amending section 10 (MCL 722.120), as amended by 2019 PA 94. HB 5280 (Rep. Fink) A bill to amend 1973 PA 116, entitled "An act to provide for the protection of children through the licensing and regulation of child care organizations; to provide for the establishment of standards of care for child care organizations; to prescribe powers and duties of certain departments of this state and adoption facilitators; to provide penalties; and to repeal acts and parts of acts," by amending section 1 (MCL 722.111), as amended by 2020 PA 6. HB 5534 (Rep. Steven Johnson) A bill to amend 1973 PA 116, entitled "An act to provide for the protection of children through the licensing and regulation of child care organizations; to provide for the establishment of standards of care for child care organizations; to prescribe powers and duties of certain departments of this state and adoption facilitators; to provide penalties; and to repeal acts and parts of acts," by amending section 9 (MCL 722.119), as amended by 2017 PA 257. HB 5594 (Rep. Hornberger) A bill to amend 1975 PA 238, entitled "Child protection law," (MCL 722.621 to 722.638) by adding section 7l. Representative LaGrand, bill sponsor for HB 5275, explained the changes made int the Central Registry Reform package, HB 5274, HB 5275, HB 5276, HB 5277, HB 5279, HB 5280 and the two bills, HB 5534 and HB 5594 that were added to the package. The following individuals submitted a card in support of HB 5274, HB 5275, HB 5276, HB 5277, HB 5278, HB 5279, HB 5280, HB 5534 and HB 5594, but did not wish to speak: Karla Ruest, representing Michigan County Social Services; Chris Yates representing the Michigan Judges Association; David Guenthner, Senior Strategist for State Affairs for the Mackinac Center for Public Policy; and Kimberly S Buddin, Esq., Policy Counsel for the American Civil Liberties Union of Michigan.
