- HOUSE OF REPRESENTATIVES COMMITTEE ON JUDICIARY REP. SARAH LIGHTNER CHAIR COMMITTEE MEETING MINUTES The House Committee on Judiciary was called to order by Chair Lightner. The Chair requested attendance to be called: Present: Reps. Lightner, BeGole, Harris, DeBoyer, Johnsen, Schuette, Tyrone Carter, Breen and Scott. Absent: Reps. Wozniak and Hope. Excused: Reps. Wozniak and Hope. Representative Schuette moved to adopt the meeting minutes from May 21, 2025. There being no objection, the motion prevailed with unanimous consent. Representative Johnsen moved to excuse Representatives Wozniak and Hope from the meeting. There being no objection the motion prevailed by unanimous consent. The Chair laid HB 4396 before the committee: Dr. Sheryl Kubiak, representing the Wayne State University School of Social Work, testified in support of HB 4396. Questions and discussions followed. The following people submitted a card in support of HB 4396, but did not wish to speak: Anne Kuhnen, representing the Michigan League for Public Policy. HB 4262 (Rep. Harris) A bill to provide for certain investigations for violating the event online ticket sales act; to prescribe the powers and duties of certain state agencies and departments; and to prescribe civil sanctions and provide certain remedies. HB 4263 (Rep. McFall) A bill to regulate the online sale of tickets for entertainment events; and to prohibit certain methods, acts, and practices in the sale or purchase of tickets for entertainment events. Representative Thompson testified in support of HB 4418 and HB 4419. Nicole Shannon, representing the Michigan Elder Justice Initiative, testified in support of HB 4418 and HB 4419. Elizabeth Kutter, representing the Michigan Hospital Association, testified in support of HB 4418 and HB 4419.
