GARY HOWELL CHAIR COMMITTEE MEETING MINUTES Thursday, December 9, 2021 10:30 AM Room 307, House Office Building The House Committee on Natural Resources and Outdoor Recreation was called to order by Chair Howell. The Chair requested attendance be called: Present: Reps. Howell, Markkanen, LaFave, Eisen, Wakeman, Martin, Sowerby, Cambensy, Aiyash. Absent: None. Excused: None. Representative Wakeman moved to adopt the meeting minutes from December 2, 2021. There being no objection, the motion prevailed by unanimous consent. The Chair laid before the committee a presentation on the Circular Economy by Dr. Rex LaMore, Director of the Center for Community Economic Development, and Dr. Kris Jolley, Manager, MSU Surplus Store & Recycling. They were introduced by Dr. Kathy Wilbur, Senior Vice President of Government Relations, Michigan State University. Questions and discussion followed. The Chair laid HB 5358, HB 5359 and HB 5360 before the committee: HB 5358 (Rep. Howell) A bill to amend 1994 PA 451, entitled "Natural resources and environmental protection act," (MCL 324.101 to 324.90106) by adding sections 43528c and 43528d. HB 5359 (Rep. Cherry) A bill to amend 1994 PA 451, entitled "Natural resources and environmental protection act," (MCL 324.101 to 324.90106) by adding sections 48714a and 48714b. HB 5360 (Rep. Martin) A bill to amend 1994 PA 451, entitled "Natural resources and environmental protection act," by amending section 40113a (MCL 324.40113a), as amended by 2016 PA 382. Representative LaFave moved to adopt substitute (H-1) to HB 5358. The motion prevailed 9- 0-0: FAVORABLE ROLL CALL Yeas: Reps. Howell, Markkanen, LaFave, Eisen, Wakeman, Martin, Sowerby, Cambensy, Aiyash. Nays: None. Pass: None. Representative Sowerby moved to adopt substitute (H-1) to HB 5359. The motion prevailed 9-0-0: FAVORABLE ROLL CALL Yeas: Reps. Howell, Markkanen, LaFave, Eisen, Wakeman, Martin, Sowerby, Cambensy, Aiyash. Nays: None. Pass: None. The Chair laid SB 251 before the committee: SB 251 (Sen. McBroom) A bill to amend 1994 PA 451, entitled "Natural resources and environmental protection act," by amending sections 47309, 47311, and 47315 (MCL 324.47309, 324.47311, and 324.47315), as added by 1995 PA 57. Representative Markkanen moved to report out SB 251 with recommendation. The motion prevailed 9-0-0: FAVORABLE ROLL CALL Yeas: Reps. Howell, Markkanen, LaFave, Eisen, Wakeman, Martin, Sowerby, Cambensy, Aiyash. Nays: None. Pass: None.
