HOUSE OF REPRESENTATIVES COMMITTEE ON COMMERCE AND TOURISM REP. PAULINE WENDZEL CHAIR COMMITTEE MEETING MINUTES Tuesday, January 25, 2022 9:00 AM Room 327, House Office Building The House Committee on Commerce and Tourism was called to order by Chair Wendzel. The Chair requested attendance be called: Present: Reps. Wendzel, Roth, Alexander, Farrington, Wakeman, Martin, Cambensy, Cherry, Manoogian, Whitsett, Liberati. Absent: None. Excused: None. Representative Cherry joined the committee remotely. Representative Roth moved to adopt the meeting minutes from December 7, 2021. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 5425 and HB 5426 before the committee: HB 5425 (Rep. Witwer) A bill to amend 1967 PA 281, entitled "Income tax act of 1967," by amending sections 51f and 711 (MCL 206.51f and 206.711), section 51f as added by 2017 PA 110 and section 711 as amended by 2018 PA 118. HB 5426 (Rep. Tisdel) A bill to amend 1984 PA 270, entitled "Michigan strategic fund act," by amending section 9 (MCL 125.2009), as amended by 2017 PA 109, and by adding chapter 8F. Representative Witwer and Representative Tisdel introduced the bills. Questions and discussion followed. Jim McBryde, representing the Middle Michigan Development Corporation, testified in support of HB 5425 and HB 5426. Questions and discussion followed. Jennifer Owen, representing Lakeshore Advantage, testified in support of HB 5425 and HB 5426. Maureen Krause, representing the Detroit Regional Partnership, testified in opposition to HB 5425 and HB 5426. Michael LaFaive, representing the Mackinac Center, testified in opposition to HB 5425 and HB 5426. Questions and discussion followed. John Mozena, representing the Center for Economic Accountability, testified in opposition to HB 5425 and HB 5426. Diana Prichard, representing Americans for Prosperity, testified in opposition to HB 5425 and HB 5426. Questions and discussion followed. Pat Garofalo, representing the American Economic Liberties Project, testified in opposition to HB 5425 and HB 5426.
