HOUSE OF REPRESENTATIVES COMMITTEE ON NATURAL RESOURCES AND TOURISM REP. DAVID MARTIN CHAIR COMMITTEE MEETING MINUTES Wednesday, June 4, 2025 Noon. Room 519, House Office Building The House Committee on Natural Resources and Tourism was called to order by Chair Martin. The Chair requested attendance to be called: Present: Reps. Martin, St. Germaine, VanderWall, Outman, Johnsen, Prestin, Bohnak, Fairbairn, Wortz, McFall, Scott, Weiss, Foreman, Myers-Phillips and Wooden. Absent: Reps. Hoadley and Arbit. Excused: Reps. Hoadley and Arbit. Representative St. Germaine moved to adopt the meeting minutes from May 21, 2025. There being no objection, the motion prevailed with unanimous consent. The Chair laid HB 4192 before the committee: HB 4192 (Rep. VanWoerkom) A bill to amend 1994 PA 451, entitled "Natural resources and environmental protection act," by amending section 3122 (MCL 324.3122), as amended by 2023 PA 140. Representative VanderWall moved to adopt substitute (H-1) to HB 4192. The motion prevailed 14-0-0: FAVORABLE ROLL CALL Yeas: Reps. Martin, St. Germaine, VanderWall, Outman, Johnsen, Prestin, Bohnak, Fairbairn, Wortz, McFall, Scott, Weiss, Foreman and Wooden. Nays: None. Pass: None. Representative Wortz moved to report out HB 4192 with recommendation, as substitute (H-1). The motion prevailed 11-0-3: FAVORABLE ROLL CALL Yeas: Reps. Martin, St. Germaine, VanderWall, Outman, Johnsen, Prestin, Bohnak, Fairbairn, Wortz, McFall and Scott. Nays: None. Pass: Reps. Weiss, Foreman and Wooden. The following people submitted a card in opposition to HB 4192, but did not wish to speak: David Lossing, representing the Huron River Watershed Council. Sydney Hart, representing the Department of Environment, Great Lakes, and Energy. The Chair laid HB 4385 before the committee: HB 4385 (Rep. Andrews) A bill to amend 1994 PA 451, entitled "Natural resources and environmental protection act," by amending sections 32312, 32312a, and 32510 (MCL 324.32312, 324.32312a, and 324.32510), section 32312 as amended by 2021 PA 91, section 32312a as added by 1997 PA 126, and section 32510 as added by 1995 PA 59, and by adding section 32510a. Representative Andrews testified in support of HB 4385. Questions and discussions followed. Emily Smith and Samantha Pickering, representing the Michigan Environmental Council, testified in opposition to HB 4385. Questions and discussions followed. The following people submitted a card in opposition to HB 4385, but did not wish to speak: Sydney Hart, representing the Department of Environment, Great Lakes, and Energy. Representative Fairbairn moved to excuse Representatives Hoadley and Arbit from the meeting. There being no objection the motion prevailed by unanimous consent.
