HOUSE OF REPRESENTATIVES COMMITTEE ON TRANSPORTATION AND INFRASTRUCTURE REP. PAT OUTMAN CHAIR COMMITTEE MEETING MINUTES The House Committee on Transportation and Infrastructure was called to order by Chair Outman. The Clerk read a letter dated January 30th, 2025, from House Speaker Matt Hall which appointed members of the Committee on Transportation and Infrastructure. The Chair requested attendance to be called: Present: Reps. Outman, Alexander, Carra, Bruck, Kunse, Neyer, Prestin, Bohnak, Frisbie, Wortz, Herzberg, Hope, Koleszar, Andrews, Grant, Miller and Wilson. Absent: None. Excused: None. Chair Outman stated that the House Committee on Transportation and Infrastructure will follow the Uniform Committee Rules, stated in the House Standing Rules, that were adopted on the House Floor. Chair Outman offered the following proposed committee rule: At the discretion of the committee chair, a member of the public may address the committee regarding business before the committee. The committee may accept written testimony in lieu of oral testimony. Representative Kunse moved to adopt the proposed committee rule. The motion prevailed 17-0- 0: FAVORABLE ROLL CALL Yeas: Reps. Outman, Alexander, Carra, Bruck, Kunse, Neyer, Prestin, Bohnak, Frisbie, Wortz, Herzberg, Hope, Koleszar, Andrews, Grant, Miller and Wilson. Nays: None. Pass: None. Representative Alexander moved to adopt Tuesdays at 12:00 PM, in room 519 of the House Tuesday, February 25, 2025 Noon. Room 519, House Office Building Office Building as the normal day, time, and location for meetings of the House Transportation and Infrastructure Committee. The motion prevailed 17-0-0: FAVORABLE ROLL CALL Yeas: Reps. Outman, Alexander, Carra, Bruck, Kunse, Neyer, Prestin, Bohnak, Frisbie, Wortz, Herzberg, Hope, Koleszar, Andrews, Grant, Miller and Wilson. Nays: None. Pass: None. Chair Outman laid before the committee a presentation from the House Fiscal Agency. Bill Hamilton, representing the House Fiscal Agency, gave a presentation to the committee. Questions and discussion followed. The Chair laid HB 4046 before the committee: Representative Roth testified in support of HB 4046. The following person submitted a card in support of HB 4046, but did not wish to speak: Sgt. Travis Fletcher, representing the Michigan State Police. The following person submitted a card with a neutral position on HB 4046, but did not wish to speak: Max Aulbach, representing the Michigan Department of Transportation. Representative Kunse moved to report out HB 4046 with recommendation. The motion prevailed 17-0-0: FAVORABLE ROLL CALL Yeas: Reps. Outman, Alexander, Carra, Bruck, Kunse, Neyer, Prestin, Bohnak, Frisbie, Wortz, Herzberg, Hope, Koleszar, Andrews, Grant, Miller and Wilson. Nays: None. Pass: None. The Chair laid HB 4003 before the committee: Representative Kunse testified in support of HB 4003. The following person submitted a card in support of HB 4003, but did not wish to speak: Heather Feuerstein, representing the Michigan Department of Military and Veterans Affairs. HB 4046 (Rep. Roth) A bill to amend 2001 PA 142, entitled "Michigan memorial highway act," (MCL 250.1001 to 250.2092) by adding section 11d. HB 4003 (Rep. Kunse) A bill to amend 2001 PA 142, entitled "Michigan memorial highway act," (MCL 250.1001 to 250.2092) by adding section 1073b. The following person submitted a card with a neutral position on HB 4003, but did not wish to speak: Max Aulbach, representing the Michigan Department of Transportation. Representative Alexander moved to report out HB 4003 with recommendation. The motion prevailed 17-0-0: FAVORABLE ROLL CALL Yeas: Reps.
