- HOUSE OF REPRESENTATIVES COMMITTEE ON AGRICULTURE REP. JERRY NEYER CHAIR COMMITTEE MEETING MINUTES Thursday, June 5, 2025 10:30 AM Room 308, House Office Building The House Committee on Agriculture was called to order by Chair Neyer. The Chair requested attendance to be called: Present: Reps. Neyer, Wortz, Lightner, Alexander, Fox, Kunse, Pavlov, Paiz, Dievendorf, Rheingans and Skaggs. Absent: None. Excused: None. Representative Lightner moved to adopt the meeting minutes from May 15, 2025. There being no objection, the motion prevailed with unanimous consent. The Chair laid HB 4257 and HB 4265 before the committee: HB 4257 (Rep. Neyer) A bill to amend 1994 PA 451, entitled "Natural resources and environmental protection act," by amending sections 11502 and 11503 (MCL 324.11502 and 324.11503), as amended by 2022 PA 243. HB 4265 (Rep. Andrews) A bill to amend 1994 PA 451, entitled "Natural resources and environmental protection act," by amending sections 11506 and 11568 (MCL 324.11506 and 324.11568), section 11506 as amended by 2022 PA 244 and section 11568 as added by 2022 PA 249. The following person submitted a card wishing to speak in opposition to HB 4257 and HB 4265, but due to the time constraints were unable to speak: Nichole Keway Biber, representing the Clean Water Action. Representative Alexander moved to report out HB 4257 with recommendation. The motion prevailed 7-3-1: FAVORABLE ROLL CALL Yeas: Reps. Neyer, Wortz, Lightner, Alexander, Fox, Kunse and Pavlov. Nays: Reps. Paiz, Dievendorf and Skaggs. Pass: Rep. Rheingans. Representative Kunse moved to adopt substitute (H-1) to HB 4265. The motion prevailed 8-1-2: FAVORABLE ROLL CALL Yeas: Reps. Neyer, Wortz, Lightner, Alexander, Fox, Kunse, Pavlov and Rheingans. Nays: Rep. Dievendorf. Pass: Reps. Paiz and Skaggs. Representative Alexander moved to report out HB 4265 with recommendation, as substitute (H-1). The motion prevailed 7-2-2: FAVORABLE ROLL CALL Yeas: Reps. Neyer, Wortz, Lightner, Alexander, Fox, Kunse and Pavlov. Nays: Reps. Dievendorf and Skaggs. Pass: Reps. Paiz and Rheingans.
