- HOUSE OF REPRESENTATIVES COMMITTEE ON NATURAL RESOURCES AND OUTDOOR RECREATION REP. GARY HOWELL CHAIR COMMITTEE MEETING MINUTES Thursday, January 27, 2022 10:30 AM Room 307, House Office Building The House Committee on Natural Resources and Outdoor Recreation was called to order by Chair Howell. The Chair requested attendance be called: Present: Reps. Howell, Markkanen, LaFave, Eisen, Wakeman, Martin, Sowerby, Cambensy, Aiyash. Absent: None. Excused: None. Representative Eisen moved to adopt the meeting minutes from December 9, 2021. There being no objection, the motion prevailed by unanimous consent. The Chair laid before the committee a presentation by Amy Trotter, Executive Director, Michigan United Conservation Clubs, on Proposal G of 1996. She also testified in support of SCR 7. The Chair laid SCR 7 before the committee: SCR 7 (Sen. McBroom) A concurrent resolution to urge the Natural Resources Commission to authorize, and the Department of Natural Resources to organize, wolf hunting and trapping as part of the state's wolf management efforts beginning in 2021. Representative Markkanen moved to adopt substitute (H-1) to SCR 7. The motion prevailed 9-0-0: FAVORABLE ROLL CALL Yeas: Reps. Howell, Markkanen, LaFave, Eisen, Wakeman, Martin, Sowerby, Cambensy, Aiyash. Nays: None. Pass: None. Representative LaFave and Senator McBroom testified in support of SCR 7. Questions and discussion followed. Nick Buggia, representing the Congressional Sportsmen's Foundation, testified in support of SCR 7. Molly Tamulevich, Michigan State Director, Humane Society of the United States, testified in opposition to SCR 7. Questions and discussion followed. Erik Schnelle, representing the National Deer Association, testified in support of SCR 7. Questions and discussion followed. Scott Carter, representing the Detroit Zoological Society, testified in opposition to SCR 7. Questions and discussion followed. Nichole Biber, a tribal citizen - LTGG Odawa, testified in opposition to SCR 7. Thomas Gilpin, a Michigan resident, testified in opposition to SCR 7. Elijah Keller, representing the Michigan Bear Hunter's Association, testified in support of SCR 7. Gary Gorniak, representing the Upper Peninsula Sportsman's Alliance, testified in support of SCR 7. The following people submitted a card in support of SCR 7, but due to the time constraints were unable to speak: David Johnson, representing the Upper Peninsula Sportsmans Alliance. Steve Dey, representing the Straits Area Sportsmen's Club. The following person submitted a card in opposition to SCR 7, but due to the time constraints were unable to speak: Be Friedlander, representing Attorneys for Animals. The following people submitted a card in support of SCR 7, but did not wish to speak: Greg Peter, representing the Chelsea Rod and Gun Club. George Lindquist, representing the UP Whitetails of Marquette. Joe Hudson, representing the UP Bear Houndsmen Association. Mike Thorman, representing the Michigan Hunting Dog Federation. Andrew Vermeesch, representing the Michigan Farm Bureau. Leon Hank, representing the Michigan United Conservation Clubs and National Deer Association. Roger Thorman, representing the Michigan Fox Hunters Association. Jim Wale, representing the Michigan State United Coon Hunters Association. Mark Spencer, representing the Michigan Trappers and Predatory Callers Association. George Lindquist, representing the Big Bay Sportsmen Club.
