BETH GRIFFIN CHAIR COMMITTEE MEETING MINUTES Thursday, January 27, 2022 9:00 a.m. Room 352, House Appropriations, State Capitol Building The House Committee on Workforce, Trades, and Talent was called to order by the Chair. The Chair requested attendance be called. The Clerk called the attendance, and a quorum was present. Present: Reps. Griffin, Martin, Howell, Farrington, Eisen, Markkanen, Sabo, Hope, O'Neal. Absent: None. Excused: None. Representative Hope moved to adopt the meeting minutes from Decemember 2, 2021. There being no objections, the motion prevailed by unanimous consent The Chair laid HB 5527 before the committee: HB 5527 (Rep. Griffin) A bill to amend 1966 PA 331, entitled "Community college act of 1966," by amending section 166 (MCL 389.166), as added by 2008 PA 359. Peter M. Provenzano, Jr., Chancellor for Oakland Community College; submitted a card and written testimony in support of HB 5527, but did not wish to speak. The following individuals submitted a card in support of HB 5527, but did not wish to speak: Gabriel TS Schneider representing the Northwestern Michigan College; Brandy Johnson representing the Michigan Community College Association; and Jonathan Byrd representing the Kellogg Community College. Representative Martin moved to report out HB 5527 with recommendation. The motion prevailed 8-0-1: FAVORABLE ROLL CALL Yeas: Reps. Griffin, Martin, Howell, Farrington, Eisen, Markkanen, Sabo, O'Neal. Nays: None. Pass: Rep. Hope. The Chair laid SB 445 before the committee: SB 445 (Sen. Irwin) A bill to amend 1936 (Ex Sess) PA 1, entitled "Michigan employment security act," by amending section 28 (MCL 421.28), as amended by 2020 PA 229. The committee adopted a (H-1) substitute for SB 445 on September 30, 2021. The following individuals submitted a card in support of SB 445 and (H-1), but did not wish to speak: Rachael Wineland, Legislative Liaison for the Michigan Unemployment Insurance Agency; Peter Ruark, Senior Policy Analyst for the Michigan League for Public Policy; Thomas W. Weeks; Mark Risk, an attorney; Robert Cramer, Director of Community Services for the Michigan Association of United Ways; Angana Shah, Policy Manager for the Michigan United; David Blanchard, representing the Blanchard and Walker, PLLC; and David Q. Worthams, Director of Human Resource Policy for Michigan Manufacturers Association. Representative Sabo moved to report out SB 445 with recommendation, as substitute (H-1). The motion prevailed 9-0-0: FAVORABLE ROLL CALL Yeas: Reps. Griffin, Martin, Howell, Farrington, Eisen, Markkanen, Sabo, Hope, O'Neal. Nays: None. Pass: None. The Chair laid before the Committee a presentation on Mavin-Integrating Data and People to create a Better Learning Experience. Bob Kefgen, Associate Executive Director for Government Relations Michigan Association of Secondary School Principals, introduced Colin Ripmaster, Deputy Executive Director Michigan Association of Secondary School Principals, Sai Naik, Chairman and Chief Executive Officer and the Principal Solution Architect for the Mavin Global Company, and Kevin Stotts, President Talent 2025, who put forward their video presentation on Mavin, a student learning program. Questions and discussion followed. There being no further business before the committee; Representative Sabo moved that the committee adjourn.
