HOUSE OF REPRESENTATIVES COMMITTEE ON EDUCATION REP. PAMELA HORNBERGER CHAIR COMMITTEE MEETING MINUTES Tuesday, February 1, 2022 9:00 AM Room 521, House Office Building The House Committee on Education was called to order by Chair Hornberger. The Chair requested attendance be called: Present: Reps. Hornberger, Paquette, Green, Markkanen, O'Malley, Beeler, Damoose, Posthumus, Camilleri, Brenda Carter, Koleszar, Shannon, Stone. Absent: None. Excused: None. Representative Shannon joined the committee remotely. Representative O'Malley moved to adopt the meeting minutes from December 7, 2021. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 5685 and HB 5686 before the committee: HB 5685 (Rep. Hornberger) A bill to amend 1976 PA 451, entitled "The revised school code," by amending section 1231 (MCL 380.1231), as amended by 2020 PA 23, and by adding section 1233d. HB 5686 (Rep. Hornberger) A bill to amend 1979 PA 94, entitled "The state school aid act of 1979," by amending section 18 (MCL 388.1618), as amended by 2021 PA 48. Vice Chair Paquette took over the gavel, the time being 9:01. Chair Hornberger, testified in support of HB 5685 and HB 5686. Questions and discussion followed. Chair Hornberger returned to the gavel, the time being 9:20. David Vanderwall, and Kendall Schroeder, representing Michigan Great Lakes Virtual Academy, testified in support of HB 5686. Questions and discussion followed. Bryan Klochak, representing Michigan Connections Academy, testified in support of HB 5686. Chris Loiselle, representing Berrien Springs Public Schools, testified in support of HB 5686. The following person submitted a card in opposition to HB 5685 and HB 5686, but did not wish to speak: Dr. Sheryl Kennedy, representing the Michigan Department of Education. The following people submitted a card in support of HB 5685, but did not wish to speak: David Randels, representing Oakland Schools. Mike Latvis, representing the Wayne Regional Education Service Authority. The following people submitted a card in support of HB 5686, but did not wish to speak: Beth DeShone, representing the Great Lakes Education Project.
