- HOUSE OF REPRESENTATIVES COMMITTEE ON ELECTIONS AND ETHICS REP. ANN BOLLIN CHAIR COMMITTEE MEETING MINUTES Tuesday, February 1, 2022 12:00 PM Room 326, House Office Building The House Committee on Elections and Ethics was called to order by Chair Bollin. The Chair requested attendance be called: Present: Reps. Bollin, Wendzel, Calley, Steven Johnson, Filler, Koleszar, Whitsett. Absent: None. Excused: None. Representative Steven Johnson moved to adopt the meeting minutes from January 25, 2022. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4996 before the committee: HB 4996 (Rep. Schroeder) A bill to amend 1954 PA 116, entitled "Michigan election law," by amending sections 178 and 634 (MCL 168.178 and 168.634), section 178 as amended by 1980 PA 261 and section 634 as amended by 1996 PA 583. The following people submitted a card in support of HB 4996, but due to the time constraints were unable to speak: Kathy McClinchey, representing the Pure Integrity for Michigan Elections. Representative Calley moved to report out HB 4996 with recommendation. The motion prevailed 7-0-0: FAVORABLE ROLL CALL Yeas: Reps. Bollin, Wendzel, Calley, Steven Johnson, Filler, Koleszar, Whitsett. Nays: None. Pass: None. The Chair laid SB 273 and SB 278 before the committee: SB 273 (Sen. Johnson) A bill to amend 1954 PA 116, entitled "Michigan election law," (MCL 168.1 to 168.992) by adding section 761e. SB 278 (Sen. MacDonald) A bill to amend 1954 PA 116, entitled "Michigan election law," by amending section 761d (MCL 168.761d), as added by 2020 PA 177. Senator Johnson and Senator MacDonald, testified in support of SB 273 and SB 278. Questions and discussion followed. Alex Weddon, representing the Pure Integrity for Michigan Elections, testified in support of SB 273 and SB 278. Adam Reames, representing the Michigan Department of State, testified in opposition to SB 273 and SB 278. Questions and discussion followed. Lindsay Oswald, representing the Saint Joseph County Clerk's Office, testified in support of SB 273 and SB 278. The following people submitted a card in opposition to SB 273, but did not wish to speak: Bill Zaagman, representing the Michigan Association of Municipal Clerks.
