HOUSE OF REPRESENTATIVES COMMITTEE ON JUDICIARY REP. GRAHAM FILLER CHAIR COMMITTEE MEETING MINUTES Tuesday, February 1, 2022 9:00 AM Room 519, House Office Building The House Committee on Judiciary was called to order by Chair Filler. The Chair requested attendance be called: Present: Reps. Filler, Mueller, Griffin, Steven Johnson, Kahle, Rendon, Berman, Clements, LaGrand, Yancey, Bolden, Hope, Breen. Absent: None. Excused: None. Representatives Berman and Yancey joined the committee remotely. Representative Mueller moved to adopt the meeting minutes from January 25, 2022. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 5679, HB 5680, HB 5681 and HB 5560 before the committee: HB 5679 (Rep. Filler) A bill to amend 1985 PA 87, entitled "William Van Regenmorter crime victim's rights act," by amending sections 61 and 61a (MCL 780.811 and 780.811a), section 61 as amended by 2018 PA 370 and section 61a as amended by 2005 PA 184. HB 5680 (Rep. Borton) A bill to amend 1985 PA 87, entitled "William Van Regenmorter crime victim's rights act," by amending sections 8, 38, and 68 (MCL 780.758, 780.788, and 780.818), as amended by 2012 PA 457. HB 5681 (Rep. VanWoerkom) A bill to amend 1985 PA 87, entitled "William Van Regenmorter crime victim's rights act," by amending sections 15, 43, and 75 (MCL 780.765, 780.793, and 780.825), as amended by 2018 PA 153. HB 5560 (Rep. Rogers) A bill to amend 1927 PA 175, entitled "The code of criminal procedure," (MCL 760.1 to 777.69) by adding section 21b to chapter XVI. At 9:04 AM, the Chair laid the committee at ease. At 9:05 AM, Majority Vice Chair Mueller called the committee back to order. Chairman Filler, Representative Borton and Representative Rogers testified in support of HB 5679, HB 5680, HB 5681 and HB 5560. Questions and discussion followed. Matt Wiese, Marquette County Prosecuting Attorney, representing the Prosecuting Attorneys Association of Michigan, testified in support of HB 5679, HB 5680, HB 5681 and HB 5560. At 9:23 AM, Majority Vice Chair Mueller laid the committee at ease. At 9:24 AM, the Chair called the committee back to order. Heath Lowry, representing the Michigan Coalition to End Domestic and Sexual Violence, testified in support of HB 5679, HB 5680, HB 5681 and HB 5560. The following people submitted a card in support of HB 5679, HB 5680, HB 5681 and HB 5560, but did not wish to speak: Meghann Kiet-Corrion, representing the Michigan Association of Counties. Matt Saxton, representing the Michigan Sheriffs' Association. Rebecca Shiemke, representing the Michigan Poverty Law Program.
