PAMELA HORNBERGER CHAIR COMMITTEE MEETING MINUTES Tuesday, February 8, 2022 9:00 AM Room 521, House Office Building The House Committee on Education was called to order by Chair Hornberger. The Chair requested attendance be called: Present: Reps. Hornberger, Paquette, Green, Markkanen, O'Malley, Beeler, Damoose, Posthumus, Camilleri, Koleszar, Shannon, Stone. Absent: Rep. Brenda Carter. Excused: Rep. Brenda Carter. Representative Shannon joined the committee remotely. Representative Markkanen moved to adopt the meeting minutes from February 1, 2022. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 5686 before the committee: HB 5686 (Rep. Hornberger) A bill to amend 1979 PA 94, entitled "The state school aid act of 1979," by amending section 18 (MCL 388.1618), as amended by 2021 PA 48. Representative Paquette moved to adopt substitute (H-1) to HB 5686. The motion prevailed 11-0-0: FAVORABLE ROLL CALL Yeas: Reps. Hornberger, Paquette, Green, Markkanen, O'Malley, Beeler, Damoose, Posthumus, Camilleri, Koleszar, Stone. Nays: None. Pass: None. Representative Paquette moved to report out HB 5686 with recommendation, as substitute (H-1). The motion prevailed 8-3-0: FAVORABLE ROLL CALL Yeas: Reps. The Chair laid HB 4810 and HB 4811 before the committee: HB 4810 (Rep. Martin) A bill to amend 1976 PA 451, entitled "The revised school code," by amending section 1279g (MCL 380.1279g), as amended by 2016 PA 170. HB 4811 (Rep. Paquette) A bill to amend 1979 PA 94, entitled "The state school aid act of 1979," by amending section 104b (MCL 388.1704b), as amended by 2018 PA 265. Representative Martin ,Representative Paquette, and Deanna Green, representing the Michigan Association for College Admission Counseling, testified in support of HB 4810 and HB 4811. Questions and discussion followed. Bob Kefgen, representing the Michigan Association of Secondary School Principals, testified in support of HB 4810 and HB 4811. The following people submitted a card in support of HB 4810 and HB 4811, but did not wish to speak: Chris Glass, representing the Education Advocates of West Michigan. Matt Patton, representing the Detroit Regional Chamber. Carter Delloro, representing the Michigan Association for College Admissions Counseling. Jennifer Smith, representing the Michigan Association of School Boards. The following person submitted a card with no position on HB 4810 and HB 4811, but did not wish to speak: Sheryl Kennedy, representing the Michigan Department of Education. The Chair laid HB 5703 before the committee: HB 5703 (Rep. Glenn) A bill to amend 1976 PA 451, entitled "The revised school code," (MCL 380.1 to 380.1852) by adding section 10a. Representative Glenn, testified in support of HB 5703. Representative Damoose moved to excuse Representative Brenda Carter from the meeting. There being no objection the motion prevailed by unanimous consent. There being no further business before the committee, Chair Hornberger adjourned the meeting at 9:21 AM.
