- HOUSE OF REPRESENTATIVES COMMITTEE ON ELECTIONS AND ETHICS REP. ANN BOLLIN CHAIR COMMITTEE MEETING MINUTES Tuesday, February 8, 2022 12:00 PM Room 326, House Office Building The House Committee on Elections and Ethics was called to order by Chair Bollin. The Chair requested attendance be called: Present: Reps. Bollin, Wendzel, Calley, Steven Johnson, Filler, Koleszar, Whitsett. Absent: None. Excused: None. Representative Whitsett moved to adopt the meeting minutes from February 1, 2022. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4163 before the committee: HB 4163 (Rep. Berman) A bill to amend 1976 PA 388, entitled "Michigan campaign finance act," by amending section 47 (MCL 169.247), as amended by 2015 PA 269. Patricia Johnson representing the Pure Integrity for Michigan Elections provided testimony in support of HB 4163. Representative Calley moved to adopt substitute (H-2) to HB 4163. The motion prevailed 7- 0-0: FAVORABLE ROLL CALL Yeas: Reps. Bollin, Wendzel, Calley, Steven Johnson, Filler, Koleszar, Whitsett. Nays: None. Pass: None. Representative Filler moved to report out HB 4163 with recommendation, as substitute (H-2). The motion prevailed 7-0-0: FAVORABLE ROLL CALL Yeas: Reps. Bollin, Wendzel, Calley, Steven Johnson, Filler, Koleszar, Whitsett. Nays: None. Pass: None. The Chair laid HB 5335 before the committee: HB 5335 (Rep. Damoose) A bill to amend 1954 PA 116, entitled "Michigan election law," by amending section 735 (MCL 168.735), as amended by 2004 PA 92, and by adding section 730b. The following person submitted a card in support of HB 5335, but due to the time constraints were unable to speak: James Johnson, representing the Pure Integrity for Michigan Elections. The following people submitted a card in opposition to HB 5335, but due to the time constraints were unable to speak: Adam Reames, representing the Michigan Department of State. Shira Roza, representing Promote the Vote. Representative Wendzel moved to adopt substitute (H-2) to HB 5335. The motion prevailed 7-0-0: FAVORABLE ROLL CALL Yeas: Reps. Bollin, Wendzel, Calley, Steven Johnson, Filler, Koleszar, Whitsett. Nays: None. Pass: None. Representative Calley moved to report out HB 5335 with recommendation, as substitute (H- 2). The motion prevailed 5-2-0: FAVORABLE ROLL CALL Yeas: Reps. Bollin, Wendzel, Calley, Steven Johnson, Filler. Nays: Reps. Koleszar, Whitsett. Pass: None. The Chair laid HB 5614 before the committee: HB 5614 (Rep. VanWoerkom) A bill to amend 1976 PA 388, entitled "Michigan campaign finance act," by amending sections 3, 11, 12, 21, and 24 (MCL 169.203, 169.211, 169.212, 169.221, and 169.224), sections 3 and 11 as amended by 2017 PA 119 and sections 12, 21, and 24 as amended by 2019 PA 93, and by adding section 21b. Representative VanWoerkom testified in support of HB 5614. Questions and discussion followed. There being no further business before the committee, Chair Bollin adjourned the meeting at 12:15 PM.
