- HOUSE OF REPRESENTATIVES COMMITTEE ON FAMILIES, CHILDREN, AND SENIORS REP. RODNEY WAKEMAN CHAIR COMMITTEE MEETING MINUTES Tuesday, February 8, 2022 12:00 p.m. Room 327, House Office Building The House Committee on Families, Children, and Seniors was called to order by the Chair. The Chair requested attendance be called. The Clerk called the attendance and announced a quorum was present. Present: Reps. Wakeman, Meerman, Rendon, Roth, Tisdel, Pohutsky, Camilleri, Aiyash. Absent: Rep. Brenda Carter. Excused: Rep. Brenda Carter. Representative Aiyash joined the committee remotely. Representative Tisdel moved to adopt the meeting minutes from February 1, 2022. There being no objections, the motion prevailed by unanimous consent. The Chair laid HB 5657 before the committee: HB 5657 (Rep. Reilly) A bill to amend 1975 PA 238, entitled "Child protection law," by amending section 7b (MCL 722.627b), as amended by 2011 PA 89. Representative John Reilly, the bill sponsor for HB 5657, explained the (H-1) substitute. Representative Rendon moved to adopt substitute (H-1) to HB 5657. The motion prevailed 7- 0-0: FAVORABLE ROLL CALL Yeas: Reps. Wakeman, Meerman, Rendon, Roth, Tisdel, Pohutsky, Camilleri. Nays: None. Pass: None. Representative Rendon moved to report out HB 5657 with recommendation, as substitute (H-1). The motion prevailed 7-0-0: FAVORABLE ROLL CALL Yeas: Reps. Wakeman, Meerman, Rendon, Roth, Tisdel, Pohutsky, Camilleri. Nays: None. Pass: None. The Chair laid HB 5461, HB 5462, HB 5463, and HB 5464 before the committee: HB 5461 (Rep. Steven Johnson) A bill to amend 1939 PA 280, entitled "The social welfare act," (MCL 400.1 to 400.119b) by adding section 14n. HB 5462 (Rep. Outman) A bill to amend 1939 PA 280, entitled "The social welfare act," by amending section 105c (MCL 400.105c), as added by 2013 PA 107. HB 5463 (Rep. Outman) A bill to amend 1939 PA 280, entitled "The social welfare act," by amending section 10f (MCL 400.10f), as added by 2013 PA 41. HB 5464 (Rep. Eisen) A bill to amend 1939 PA 280, entitled "The social welfare act," (MCL 400.1 to 400.119b) by adding section 14n. Representative Pat Outman, the bill sponsor for HB 5462 and HB 5463, explained the bill package. Questions followed. Representative Steven Johnson, the bill sponsor for HB 5461, joined Representative Pat Outman in answering further questions on HB 5461, HB 5462, HB5463 and HB 5464. Scott Centorino, Senior Fellow for the Foundation for Government Accountability, testified and submitted written testimony in support of HB 5461, HB 5462, HB 5463, and HB 5464. Questions followed. Peter Ruark, Senior Policy Analyst at the Michigan League for Public Policy, testified and submitted written testimony in opposition to HB 5464. Heath Lowry, Staff Attorney for the. Michigan Coalition to End Domestic and Sexual Violence, testified in opposition to HB 5464. Greg George, Director of Legislative Affairs at the Mackinac Center for Public Policy, submitted a card in support of HB 5461, HB 5462, HB 5463, and HB 5464, but did not wish to speak. The following Individuals submitted a card in opposition to HB 5461, HB 5462, HB 5463, and HB 5464, but did not wish to speak: Emily Schwarzkopf, representing the Michigan Department of Health and Human Services; Leah Bacon, representing the Center for Employment Opportunities; Duane Breijak, representing the National Association for Social Workers; and Kelly Bidelman, representing the Center for Civil Justice. Representative Pohutsky moved to excuse Representative Brenda Carter from the meeting. There being no objections, the motion prevailed by unanimous consent. There being no further business before the committee; Representative Meerman moved that the committee adjourn.
