GARY HOWELL CHAIR COMMITTEE MEETING MINUTES Thursday, February 17, 2022 10:30 AM Room 307, House Office Building The House Committee on Natural Resources and Outdoor Recreation was called to order by Chair Howell. The Chair requested attendance be called: Present: Reps. Howell, Markkanen, Eisen, Wakeman, Martin, Sowerby, Cambensy, Aiyash. Absent: Rep. LaFave. Excused: Rep. LaFave. Representative Markkanen moved to adopt the meeting minutes from February 10, 2022. There being no objection, the motion prevailed by unanimous consent. The Chair laid SB 209, SB 210 and SB 211 before the committee: SB 209 (Sen. McBroom) A bill to amend 1961 PA 236, entitled "Revised judicature act of 1961," (MCL 600.101 to 600.9947) by adding section 2980. SB 210 (Sen. McBroom) A bill to amend 1994 PA 451, entitled "Natural resources and environmental protection act," by amending section 81133 (MCL 324.81133), as amended by 2018 PA 206. SB 211 (Sen. McBroom) A bill to amend 1994 PA 451, entitled "Natural resources and environmental protection act," by amending section 82123 (MCL 324.82123), as added by 1995 PA 58. Representative Markkanen moved to report out SB 209 with recommendation. The motion prevailed 5-2-1: FAVORABLE ROLL CALL Yeas: Reps. Howell, Markkanen, Eisen, Wakeman, Martin. Nays: Reps. Sowerby, Aiyash. Pass: Rep. Cambensy. Representative Eisen moved to adopt substitute (H-1) to SB 210. The motion prevailed 8-0-0: FAVORABLE ROLL CALL Yeas: Reps. Representative Aiyash moved to adopt substitute (H-1) to SB 211. The motion prevailed 8-0- 0: FAVORABLE ROLL CALL Yeas: Reps. Howell, Markkanen, Eisen, Wakeman, Martin, Sowerby, Cambensy, Aiyash. Nays: None. Pass: None. Representative Eisen moved to report out SB 211 with recommendation, as substitute (H-1). The motion prevailed 5-2-1: FAVORABLE ROLL CALL Yeas: Reps. Howell, Markkanen, Eisen, Wakeman, Martin. Nays: Reps. Sowerby, Aiyash. Pass: Rep. Cambensy. The following person submitted a card in opposition to SB 210 and SB 211, but did not wish to speak: Taylor Ridderbusch, representing the Michigan Department of Natural Resources. The Chair laid HB 5661 before the committee: HB 5661 (Rep. Rogers) A bill to amend 1994 PA 451, entitled "Natural resources and environmental protection act," (MCL 324.101 to 324.90106) by adding section 30111d. Representative Rogers testified in support of HB 5661. Questions and discussion followed. Herb Theodore, representing the Kalamazoo River Alliance, testified in support of HB 5661. There being no objection the motion prevailed by unanimous consent. There being no further business before the committee, Chair Howell adjourned the meeting at 11:28 AM.
