- HOUSE OF REPRESENTATIVES COMMITTEE ON ELECTIONS AND ETHICS REP. ANN BOLLIN CHAIR COMMITTEE MEETING MINUTES Tuesday, February 22, 2022 12:00 PM Room 326, House Office Building The House Committee on Elections and Ethics was called to order by Chair Bollin. The Chair requested attendance be called: Present: Reps. Bollin, Wendzel, Calley, Steven Johnson, Filler, Koleszar, Whitsett. Absent: None. Excused: None. Representative Whitsett moved to adopt the meeting minutes from February 8, 2022. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 5253 before the committee: HB 5253 (Rep. Lightner) A bill to amend 1954 PA 116, entitled "Michigan election law," (MCL 168.1 to 168.992) by adding section 946. The following people submitted a card in opposition to HB 5253, but did not wish to speak: Mike Brady, representing the Michigan Department of State. Erica Peresman, representing the Michigan Democratic Party. Shira Roza, representing Promote the Vote. Christina Schlitt and Paula Bowman, representing the League of Women Voters of Michigan. Nick Occhipinti, representing the Michigan League of Conservation Voters. Harasanna Richards, representing the Michigan Municipal League. Representative Calley moved to adopt substitute (H-1) to HB 5253. The motion prevailed 7- 0-0: FAVORABLE ROLL CALL Yeas: Reps. Bollin, Wendzel, Calley, Steven Johnson, Filler, Koleszar, Whitsett. Nays: None. Pass: None. Representative Wendzel moved to report out HB 5253 with recommendation, as substitute (H-1). The motion prevailed 5-2-0: FAVORABLE ROLL CALL Yeas: Reps. Bollin) A bill to amend 1949 PA 300, entitled "Michigan vehicle code," by amending section 307 (MCL 257.307), as amended by 2020 PA 376. HB 5574 (Rep. Bollin) A bill to amend 1972 PA 222, entitled "An act to provide for an official personal identification card; to provide for its form, issuance and use; to regulate the use and disclosure of information obtained from the card; to prescribe the powers and duties of the secretary of state; to prescribe fees; to prescribe certain penalties for violations; and to provide an appropriation for certain purposes," by amending sections 1 and 2 (MCL 28.291 and 28.292), section 1 as amended by 2020 PA 306 and section 2 as amended by 2021 PA 73. HB 5575 (Rep. Bollin) A bill to amend 1954 PA 116, entitled "Michigan election law," by amending sections 509q, 509gg, and 509hh (MCL 168.509q, 168.509gg, and 168.509hh), section 509q as amended by 2020 PA 302, section 509gg as amended by 2014 PA 94, and section 509hh as added by 2005 PA 71. The following people submitted a card in opposition to HB 5573, HB 5574 and HB 5575, but did not wish to speak: Erica Peresman, representing the Michigan Democratic Party. Mike Brady, representing the Michigan Department of State. The following person submitted a card in opposition to HB 5573 and HB 5574, but did not wish to speak: Shira Roza, representing Promote the Vote.
