BEAU MATTHEW LAFAVE CHAIR COMMITTEE MEETING MINUTES Tuesday, February 22, 2022 12:00 PM Room 307, House Office Building The House Committee on Military, Veterans and Homeland Security was called to order by Chair LaFave. At 12:00 PM, the Chair laid the committee at ease. At 12:03 PM, the Chair called the committee back to order. The Chair requested attendance be called: Present: Reps. LaFave, Beeler, Eisen, Bezotte, Martin, Rogers, Anthony, Coleman, Steenland. Absent: None. Excused: None. Representative Anthony moved to adopt the meeting minutes from February 15, 2022. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4065 before the committee: HB 4065 (Rep. Bezotte) A bill to amend 1967 PA 150, entitled "Michigan military act," by amending section 182 (MCL 32.582). Representative Bezotte introduced the bill. Questions and discussion followed. David Meszer testified in support of HB 4065. Fred Schaible, representing the Michigan Department of Military and Veterans Affairs, testified in support of HB 4065. Questions and discussion followed. The following person submitted a card with a neutral position on HB 4065, but did not wish to speak: Mark Sutton, representing the Marine Corps League. The Chair laid HR 227 before the committee: HR 227 (Rep. Green) A resolution to commemorate the 25th anniversary of the Michigan Coalition for Responsible Gun Owners. Nays: None. Pass: Reps. Rogers, Anthony. The Chair laid HB 5384 before the committee: HB 5384 (Rep. Steven Johnson) A bill to amend 1976 PA 451, entitled "The revised school code," by amending section 1278a (MCL 380.1278a), as amended by 2020 PA 158. Representative Steenland offered the following amendment to HB 5384: 1. Amend page 8, line 20, after "reserve" by inserting "and national guard". Representative Steenland moved to adopt the amendment to HB 5384. The motion prevailed 9-0-0: FAVORABLE ROLL CALL Yeas: Reps. LaFave, Beeler, Eisen, Bezotte, Martin, Rogers, Anthony, Coleman and Steenland. Nays: None. Pass: None. Representative Steenland moved to report HB 5384 as amended, as substitute (H-1). LaFave) A bill to amend 1972 PA 382, entitled "Traxler- McCauley-Law-Bowman bingo act," by amending section 7a (MCL 432.107a), as amended by 1999 PA 108, and by adding section 7e. At 12:14 PM, the Chair laid the committee at ease. At 12:15 PM, the Chair called the committee back to order. Deb Dricks, representing the office of Representative LaFave, testified on the proposed (H-2) substitute to HB 4908. Jeff Frisby, representing the Michigan National Guard Association, to answer questions. Representative LaFave moved to adopt substitute (H-2) to HB 4908. The Chair laid HB 5565 before the committee: HB 5565 (Rep. Shannon) A bill to amend 1893 PA 206, entitled "The general property tax act," by amending section 7b (MCL 211.7b), as amended by 2013 PA 161. Representative Shannon introduced the bill. Questions and discussion followed. The following person submitted a card with a neutral position on HB 5565, but did not wish to speak: Mark Sutton, representing the Marine Corps League, Department of Michigan.
