BEAU MATTHEW LAFAVE CHAIR COMMITTEE MEETING MINUTES Tuesday, March 1, 2022 12:30 PM Room 307, House Office Building The House Committee on Military, Veterans and Homeland Security was called to order by Chair LaFave. At 12:32 PM, the Chair laid the committee at ease. At 12:43 PM, the Chair called the committee back to order. The Chair requested attendance be called: Present: Reps. LaFave, Beeler, Eisen, Bezotte, Martin, Rogers, Anthony, Coleman, Steenland. Absent: None. Excused: None. Representative Steenland moved to adopt the meeting minutes from February 22, 2022. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4065 before the committee: HB 4065 (Rep. Bezotte) A bill to amend 1967 PA 150, entitled "Michigan military act," by amending section 182 (MCL 32.582). Representative Bezotte moved to report out HB 4065 with recommendation. The motion prevailed 9-0-0: FAVORABLE ROLL CALL Yeas: Reps. LaFave, Beeler, Eisen, Bezotte, Martin, Rogers, Anthony, Coleman, Steenland. Nays: None. Pass: None. The Chair laid HB 5678 before the committee: HB 5678 (Rep. Slagh) A bill to amend 1949 PA 300, entitled "Michigan vehicle code," by amending sections 217d, 803e, 803f, 803i, 803j, 803k, 803l, 803n, 803o, and 804 (MCL 257.217d, 257.803e, 257.803f, 257.803i, 257.803j, 257.803k, 257.803l, 257.803n, 257.803o, and 257.804), section 217d as amended by 2006 PA 562, section 803e as amended by 2020 PA 51, section 803f as amended by 2018 PA 681, section 803i as amended by 2011 PA 74, sections 803j, 803k, 803n, and 803o as amended by 1999 PA 183, section 803l as amended by 2000 PA 77, and section 804 as amended by 2019 PA 88. Substitute (H-1) for HB 5678 was adopted at the February 15th, 2022 meeting. The following person submitted a card in support of HB 5678, but did not wish to speak: Jenita Moore, representing the Michigan Department of State. Representative Beeler moved to report out HB 5678 with recommendation, as substitute (H- 1). The motion prevailed 9-0-0: FAVORABLE ROLL CALL Yeas: Reps. At 12:46 PM, the Chair called the committee back to order. The Chair laid HB 5565 before the committee: HB 5565 (Rep. Shannon) A bill to amend 1893 PA 206, entitled "The general property tax act," by amending section 7b (MCL 211.7b), as amended by 2013 PA 161. Representative Bezotte moved to adopt substitute (H-1) to HB 5565. The motion prevailed 9- 0-0: FAVORABLE ROLL CALL Yeas: Reps. LaFave, Beeler, Eisen, Bezotte, Martin, Rogers, Anthony, Coleman, Steenland. Nays: None. Pass: None. Representative Coleman offered the following amendment to HB 5565 (H-1): 1. Amend page 3 line 22 by striking out all of subdivision (b) and inserting: (b) "Veteran" means that term as defined in section 1 of 1965 PA 190, MCL 35.61. Representative Coleman moved to adopt the amendment to HB 5565. The motion prevailed 9-0-0: FAVORABLE ROLL CALL Yeas: Reps. LaFave, Beeler, Eisen, Bezotte, Martin, Rogers, Anthony, Coleman, Steenland. Nays: None. Pass: None. Representative Eisen moved to report HB 5565 as amended, as substitute (H-3).
