- HOUSE OF REPRESENTATIVES COMMITTEE ON LOCAL GOVERNMENT AND MUNICIPAL FINANCE REP. JULIE A. CALLEY CHAIR COMMITTEE MEETING MINUTES Wednesday, March 2, 2022 12:00 PM Room 521, House Office Building The House Committee on Local Government and Municipal Finance was called to order by Chair Calley. The Chair requested attendance be called: Present: Reps. Calley, Bezotte, Howell, Alexander, Bellino, Berman, Paquette, Slagh, Ellison, Sowerby, Garza, Kuppa, Cavanagh. Absent: None. Excused: None. Representative Alexander moved to adopt the meeting minutes from February 16, 2022. There being no objection, the motion prevailed by unanimous consent. The Chair laid SB 821 before the committee: SB 821 (Sen. Schmidt) A bill to amend 1988 PA 57, entitled "An act to provide for the incorporation by 2 or more municipalities of certain authorities for the purpose of providing emergency services to municipalities; to provide for the powers and duties of authorities and of certain state and local agencies and officers; to provide for certain condemnation proceedings; to provide for fees; to provide for the levy of property taxes for certain purposes; and to prescribe penalties and provide remedies," by amending the title and section 9 (MCL 124.609), the title as amended by 2011 PA 261 and section 9 as amended by 2006 PA 652, and by adding section 9a. Martin Johnston, representing Senator Schmidt, testified in support of SB 821. Questions and discussion followed. Bryan Graham, from Young, Graham and Wendling, and Jeffrey Aronoff , from Miller Canfield, testified in support of SB 821. Questions and discussion followed. Martin) A bill to amend 1954 PA 116, entitled "Michigan election law," by amending sections 370 and 719 (MCL 168.370 and 168.719), section 370 as amended by 2014 PA 94 and section 719 as amended by 2018 PA 120. Representative Howell moved to report out HB 5287 with recommendation. The motion prevailed 13-0-0: FAVORABLE ROLL CALL Yeas: Reps. Calley, Bezotte, Howell, Alexander, Bellino, Berman, Paquette, Slagh, Ellison, Sowerby, Garza, Kuppa, Cavanagh. Nays: None. Pass: None. At 12:16 PM, Majority Vice Chair Bezotte called the committee back to order. The Minority Vice Chair laid HB 5735, HB 5736, HB 5737, HB 5738 and HB 5739 before the committee: HB 5735 (Rep. Bezotte) A bill to amend 1935 PA 78, entitled "An act to establish and provide a board of civil service commissioners in cities, villages, and municipalities having full-time paid members in the fire or police departments, or both; to provide a civil service system based upon examination and investigation as to merit, efficiency, and fitness for appointment, employment, and promotion of all full-time paid members appointed in the fire and police departments and respective cities, villages, and municipalities; to regulate the transfer, reinstatement, suspension, and discharge of officers, fire fighters, and police officers; to prescribe penalties and provide remedies; and to repeal acts and parts of acts," by amending section 12 (MCL 38.512), as amended by 1986 PA 155. HB 5736 (Rep. Howell) A bill to amend 1953 PA 192, entitled "An act to create a county department of veterans' affairs in certain counties, and to prescribe its powers and duties; to create the county veteran service fund and to provide for contributions to and expenditures from that fund; and to transfer the powers and duties of the soldiers' relief commission in those counties," by amending section 1 (MCL 35.621), as amended by 2016 PA 420. HB 5737 (Rep. Kuppa) A bill to amend 1965 PA 261, entitled "An act to authorize the creation and to prescribe the powers and duties of county and regional parks and recreation commissions; and to prescribe the powers and duties of county boards of commissioners with respect to county and regional parks and recreation commissions," by amending section 14 (MCL 46.364), as amended by 1994 PA 84. HB 5738 (Rep. Whitsett) A bill to amend 1913 PA 90, entitled "An act authorizing and empowering the boards of supervisors of counties to purchase, acquire by condemnation, accept gifts and devises of real estate for, and to improve and maintain public parks and zoological gardens, airports and landing fields, and to contribute to the improvement and maintenance of public parks and public zoological gardens, airports and landing fields, owned or held in trust by cities, villages or townships or used for the benefit of the public; to authorize the making of reasonable rules and regulations relative to the public use of park property; and to provide penalties for violations of such rules and regulations," by amending section 6 (MCL 123.66). HB 5739 (Rep. Calley) A bill to amend 1911 PA 211, entitled "An act to compel owners of private cemeteries in cities to keep the same enclosed with a suitable fence to prevent encroachment of live stock," by amending section 2 (MCL 128.102). Representative Calley, Representative Howell and Representative Kuppa testified in support of HB 5735, HB 5736, HB 5737, HB 5738 and HB 5739. Questions and discussion followed. At 12:28 PM, Majority Vice Chair Bezotte laid the committee at ease. At 12:29 PM, the Chair called the committee back to order. The following person submitted a card in support of HB 5735, HB 5736, HB 5737, HB 5738 and HB 5739, but did not wish to speak: Deena Bosworth, representing the Michigan Association of Counties.
