HOUSE OF REPRESENTATIVES COMMITTEE ON GOVERNMENT OPERATIONS REP. MIKE MUELLER CHAIR COMMITTEE MEETING MINUTES Thursday, March 3, 2022 2:00 PM Room 327, House Office Building The House Committee on Government Operations was called to order by Chair Mueller. The Chair requested attendance be called: Present: Reps. Mueller, VanWoerkom, Hauck, Cherry, Rabhi. Absent: None. Excused: None. Representative Hauck moved to adopt the meeting minutes from January 26, 2022. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 5682 before the committee: HB 5682 (Rep. Mueller) A bill to amend 1931 PA 328, entitled "The Michigan penal code," by amending sections 81, 81a, and 82 (MCL 750.81, 750.81a, and 750.82), section 81 as amended by 2016 PA 87, section 81a as amended by 2012 PA 366, and section 82 as amended by 1994 PA 158. The Chair explained the proposed substitute. Questions and discussion followed. Representative Hauck moved to adopt substitute (H-2) to HB 5682. The motion prevailed 5- 0-0: FAVORABLE ROLL CALL Yeas: Reps. Mueller, VanWoerkom, Hauck, Cherry, Rabhi. Nays: None. Pass: None. The following people submitted a card in support of HB 5682, but did not wish to speak: John Shaski, representing Sparrow Health System. Brett Marr, representing the Michigan College of Emergency Physicians. Representative VanWoerkom moved to report out HB 5682 with recommendation, as substitute (H-2). The motion prevailed 5-0-0: FAVORABLE ROLL CALL Yeas: Reps. Mueller, VanWoerkom, Hauck, Cherry, Rabhi. Nays: None. Pass: None. The Chair laid HB 5732, HB 5772, HB 5773 and HB 5569 before the committee: HB 5732 (Rep. Brann) A bill to amend 1998 PA 58, entitled "Michigan liquor control code of 1998," by amending section 1201 (MCL 436.2201). HB 5772 (Rep. Martin) A bill to amend 1961 PA 236, entitled "Revised judicature act of 1961," by amending section 181 (MCL 600.181), as amended by 2016 PA 292. HB 5773 (Rep. Mueller) A bill to amend 1949 PA 300, entitled "Michigan vehicle code," by amending section 907 (MCL 257.907), as amended by 2020 PA 382. HB 5569 (Rep. Brann) A bill to amend 1846 RS 14, entitled "Of county officers," by amending section 77 (MCL 51.77), as amended by 1982 PA 313. Representative Martin and Representative Brann testified in support of the bills. Questions and discussion followed. At 2:09 PM, the Chair laid the committee at ease. At 2:10 PM, Majority Vice Chair VanWoerkom called the committee back to order. Chair Mueller testified in support of his bill. At 2:12 PM, Majority Vice Chair VanWoerkom laid the committee at ease. At 2:13 PM, the Chair called the committee back to order. Members asked Representative Brann additional questions. Matt Saxton and Dan Pfannes, representing the Michigan Sheriffs Association, testified in support of the bills. Questions and discussion followed.
