JIM LILLY CHAIR COMMITTEE MEETING MINUTES Thursday, March 3, 2022 10:30 AM Room 352, House Appropriations, State Capitol Building The House Committee on Rules and Competitiveness was called to order by Chair Lilly. The Chair requested attendance be called: Present: Reps. Lilly, Clements, Bellino, Calley, Wendzel, Damoose, Posthumus, Anthony, Hertel, Sneller, Kuppa. Absent: None. Excused: None. Representative Clements moved to adopt the meeting minutes from February 10, 2022. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4912 and HB 5804 before the committee: HB 4912 (Rep. Bezotte) A bill to amend 1978 PA 368, entitled "Public health code," by amending sections 16215, 16283, 16286, 16287, 16288, 18802, 18805, 18811, 18812, and 18814 (MCL 333.16215, 333.16283, 333.16286, 333.16287, 333.16288, 333.18802, 333.18805, 333.18811, 333.18812, and 333.18814), section 16215 as amended by 2019 PA 140, sections 16283, 16286, and 16288 as added by 2016 PA 359, section 16287 as amended by 2017 PA 22, section 18802 as amended by 2000 PA 22, section 18805 as amended by 1982 PA 353, section 18811 as amended by 2006 PA 406, and section 18812 as amended by 1982 PA 337, and by adding sections 18811a, 18818, 18819, and 18829; and to repeal acts and parts of acts. HB 5804 (Rep. Alexander) A bill to amend 1978 PA 368, entitled "Public health code," (MCL 333.1101 to 333.25211) by adding section 18818. Representative Calley moved to adopt substitute (H-4) to HB 4912. The motion prevailed 10- 0-0: FAVORABLE ROLL CALL Yeas: Reps. Lilly, Clements, Bellino, Calley, Wendzel, Damoose, Anthony, Hertel, Sneller, Kuppa. Nays: None. Pass: None. Representative Alexander and Representative Bezotte testified in support of HB 4912 and HB 5804. Dr. Jeff Adams and Dr. Marie Hopfensperger, representing themselves, testified in support of HB 5804. Dr. Marcy McKeithen, representing Veterinarian Private Practice, testified in opposition to HB 5804. Dr. Akshay Verma, representing Behavior and Rehabilitation - Humane Society of the Huron Valley, testified in support of HB 5804. John Tramontana, representing the Michigan Veterinarian Medical Association, testified in opposition to HB 5804. Questions and discussion followed. Dr. Michael Thome, representing Agricultural Veterinarians, testified in opposition to HB 5804. Dr. Dwight McNally, representing Veterinarian Private Practice, testified in opposition to HB 5804. Questions and discussion followed. Representative Alexander returned to answer questions pertaining to HB 5804. The following person submitted a card in support of HB 5804, but due to the time constraints were unable to speak: Joseph Dobesh, representing the Michigan Pet Alliance. The following person submitted a card in support of HB 4912 (H-4) and HB 5804, but did not wish to speak: Hank Vaupel, representing himself.
