- HOUSE OF REPRESENTATIVES COMMITTEE ON FAMILIES, CHILDREN, AND SENIORS REP. RODNEY WAKEMAN CHAIR COMMITTEE MEETING MINUTES Tuesday, March 8, 2022 12:00 p.m. Room 521, House Office Building The House Committee on Families, Children, and Seniors was called to order by the Chair. The Chair requested attendance be called. The Clerk called the attendance and announced a quorum was present. Present: Reps. Wakeman, Meerman, Rendon, Roth, Tisdel, Pohutsky, Brenda Carter, Aiyash. Absent: Rep. Camilleri. Excused: Rep. Camilleri. Representative Meerman moved to adopt the meeting minutes from February 22, 2022. There being no objections, the motion prevailed by unanimous consent. The Chair laid HB 5777 before the committee: HB 5777 (Rep. Frederick) A bill to amend 1976 PA 451, entitled "The revised school code," (MCL 380.1 to 380.1852) by adding section 1705. Representative Ben Frederick, the bill sponsor, explained HB 5777 and introduced Frida Morrison, Michigan Spokesperson for Language Equality and Acquisition for Deaf Kids- Kindergarten Ready (LEAD-K), who testified in support of HB 5777 and submitted written testimony. Questions followed. Mary Mitchell testified in support of HB 5777. Rosemary Langevin testified in support of HB 5777. Danny McDougall, PhD, CSC, Chair of the Sign Language Studies Department at Madonna University, testified in support of HB 5777. Questions followed. Dr. Michael M. McKee, MD, MPH, Associate Professor at the Institute for Healthcare Policy and Innovation at the University of Michigan, testified in support of HB 5777. Julie Rae Smario testified in support of HB 5777. Kyah Kitchen, a Case Manager at Deaf Community Advocacy Network (C.A.N.!) and representing LEAD-K, testified in support of HB 5777. Dr. Casey Stach AuD, Chair of the Legislative Committee for the Michigan Audiology Coalition, testified in opposition to of HB 5777.
