HOUSE OF REPRESENTATIVES COMMITTEE ON JUDICIARY REP. GRAHAM FILLER CHAIR COMMITTEE MEETING MINUTES Tuesday, March 8, 2022 9:00 AM Room 519, House Office Building The House Committee on Judiciary was called to order by Chair Filler. The Chair requested attendance be called: Present: Reps. Filler, Mueller, Griffin, Steven Johnson, Kahle, Rendon, Berman, Clements, LaGrand, Yancey, Bolden, Hope, Breen. Absent: None. Excused: None. Representative Berman joined the committee remotely. Representative Steven Johnson moved to adopt the meeting minutes from February 22, 2022. There being no objection, the motion prevailed by unanimous consent. Chairman Filler laid before the committee a presentation on Michigan Judiciary's Electronic Filing System - Implementation and Funding (MiFILE). Michael H.R. Buckles, representing the Michigan Creditors Bar Association, gave a presentation on MiFILE to the committee. Questions and discussion followed. Tom Boyd, representing the State Court Administrative Office (SCAO), gave a presentation on MiFILE to the committee. Questions and discussion followed. The Chair laid HB 5501, HB 5508 and HB 5509 before the committee: HB 5501 (Rep. Clements) A bill to amend 1990 PA 187, entitled "The pupil transportation act," by amending sections 5 and 20 (MCL 257.1805 and 257.1820), section 5 as amended by 2006 PA 107 and section 20 as added by 2021 PA 52. HB 5508 (Rep. Tyrone Carter) A bill to amend 1961 PA 236, entitled "Revised judicature act of 1961," by amending sections 8379 and 8396 (MCL 600.8379 and 600.8396), section 8379 as amended by 2000 PA 93 and section 8396 as added by 1994 PA 12. HB 5509 (Rep. Puri) A bill to amend 1949 PA 300, entitled "Michigan vehicle code," by amending sections 682, 907, and 909 (MCL 257.682, 257.907, and 257.909), section 682 as amended by 2021 PA 50, section 907 as amended by 2020 PA 382, and section 909 as amended by 2000 PA 94. Representative Clements, Representative Puri and Jean Souliere, representing BusPatrol LLC, testified in support of HB 5501, HB 5508 and HB 5509. Questions and discussion followed. The following people submitted a card in opposition to HB 5509, but due to the time constraints were unable to speak: Bruce Timmons, representing himself. The following people submitted a card in support of HB 5501, HB 5508 and HB 5509, but did not wish to speak: Paul Liabenow, representing the Michigan Elementary and Middle School Principals Association. The following people submitted a card in opposition to HB 5501, HB 5508 and HB 5509, but did not wish to speak: Katrina Morris, representing the Michigan Association for Pupil Transportation. Mac Dashney, representing the Pupil Transportation Operation and Management Institute. There being no further business before the committee, Chair Filler adjourned the meeting at 10:27 AM.
