- HOUSE OF REPRESENTATIVES COMMITTEE ON REGULATORY REFORM REP. ROGER HAUCK CHAIR COMMITTEE MEETING MINUTES Tuesday, March 8, 2022 10:30 AM Room 519, House Office Building The House Committee on Regulatory Reform was called to order by Chair Hauck. The Chair requested attendance be called: Present: Reps. Hauck, Hoitenga, Bellino, Hall, Mueller, Wendzel, Clements, Damoose, Outman, Hertel, Yancey, Garza, Witwer, Steenland, Young. Absent: None. Excused: None. Representative Bellino moved to adopt the meeting minutes from March 1, 2022. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 5766 before the committee: HB 5766 (Rep. Hornberger) A bill to amend 2018 IL 1, entitled "Michigan Regulation and Taxation of Marihuana Act," by amending section 9 (MCL 333.27959). Representative Hornberger testified in support of HB 5766. Questions and discussion followed. Michael Yocum, representing the Oakland Schools, testified in support of HB 5766. Questions and discussion followed. Allison Arnold, representing Cannabis Attorneys of Michigan, testified in opposition to HB 5766. Questions and discussion followed. The following people submitted a card in support of HB 5766, but did not wish to speak: Mike Latvis, representing Wayne RESA. Dan Jarvis, representing Michigan Family Forum. At 10:52 AM, the Chair laid the committee at ease. At 10:53 AM, Majority Vice Chair Hoitenga called the committee back to order. The Minority Vice Chair laid HB 5871 before the committee: HB 5871 (Rep. Hauck) A bill to amend 2016 PA 281, entitled "Medical marihuana facilities licensing act," by amending sections 502 and 504 (MCL 333.27502 and 333.27504), section 502 as amended by 2018 PA 648 and section 504 as amended by 2018 PA 10. Representative Hauck testified in support of HB 5871. The following person submitted a card in support of HB 5871, but did not wish to speak: Kevin McKinney, representing the Michigan Cannabis Industry Association. At 10:56 AM, Majority Vice Chair Hoitenga laid the committee at ease. At 10:57 AM, the Chair called the committee back to order. The Chair laid HB 5477 before the committee: HB 5477 (Rep. Stone) A bill to regulate the preparation, distribution, and sale of kratom products; to prohibit the preparation, distribution, and sale of adulterated or contaminated kratom products; to provide for the powers and duties of certain state governmental officers and entities; to prescribe fines and penalties; and to provide remedies. Representative Outman moved to refer HB 5477 to the Committee on Rules and Competitiveness. The motion prevailed 14-0-1: FAVORABLE ROLL CALL Yeas: Reps. Hauck, Hoitenga, Bellino, Hall, Wendzel, Clements, Damoose, Outman, Hertel, Yancey, Garza, Witwer, Steenland, Young. Nays: None. Pass: Rep. Mueller.
