- HOUSE OF REPRESENTATIVES COMMITTEE ON TRANSPORTATION REP. JACK O'MALLEY CHAIR COMMITTEE MEETING MINUTES Tuesday, March 8, 2022 10:30 AM Room 521, House Office Building The House Committee on Transportation was called to order by Chair O'Malley. The Chair requested attendance be called: Present: Reps. O'Malley, Eisen, Howell, Griffin, LaFave, Berman, Roth, Sneller, Clemente, Shannon, Liberati, Puri. Absent: Rep. Carra. Excused: Rep. Carra. Representatives Berman and Clemente joined the committee remotely. Representative Howell moved to adopt the meeting minutes from February 22, 2022. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 5750 before the committee: HB 5750 (Rep. Cambensy) A bill to amend 1949 PA 300, entitled "Michigan vehicle code," by amending sections 907 and 909 (MCL 257.907 and 257.909), section 907 as amended by 2020 PA 382 and section 909 as amended by 2000 PA 94, and by adding sections 2c, 627c, and 907b. Representative Sneller moved to refer House Bill No. 5750 to the Committee on Judiciary. The motion prevailed 9-1-0: FAVORABLE ROLL CALL Yeas: Reps. O'Malley, Eisen, Howell, Griffin, Roth, Sneller, Shannon, Liberati, Puri. Nays: Rep. LaFave. Pass: None. The Chair laid HB 5734 before the committee: HB 5734 (Rep. O'Malley) A bill to amend 1917 PA 165, entitled "An act to authorize highway officials to close roads under construction, improvement or repair, or any portion of a highway whereon a bridge is being constructed or repaired; to require such officials to place in good repair and to mark by proper signs suitable detours around roads, or portions of roads, which are closed hereunder; to provide suitable barriers, and lights shall be maintained at the end of such roads or portions of roads which are thus closed and at the intersections thereof with other roads; to require the removal of signs and barriers located and placed hereunder; and to provide a penalty for a violation of the provisions hereof," by amending section 1 (MCL 247.291) and by adding sections 1a and 1b. At 10:36 AM, the Chair laid the committee at ease. At 10:37 AM, Majority Vice Chair Eisen called the committee back to order. Representative O'Malley, joined by William Miller, representing Operating Engineers 324, both testified in support of HB 5734. Questions and discussion followed. The following people submitted a card with no position on HB 5734, but did not wish to speak: Troy Hagon, representing the Michigan Department of Transportation. At 10:50 AM, Majority Vice Chair Eisen laid the committee at ease. At 10:51 AM, the Chair called the committee back to order. The Chair laid HB 5568 before the committee: HB 5568 (Rep. Sneller) A bill to amend 1949 PA 300, entitled "Michigan vehicle code," by amending section 224 (MCL 257.224), as amended by 2018 PA 656. Representative Sneller testified in support of HB 5568. Questions and discussion followed. Jenita Moore, representing the Michigan Department of State, testified in opposition to HB 5568. Questions and discussion followed. Kyle Kaminski, representing the Michigan Department of Corrections, testified with a neutral position on HB 5568. Questions and discussion followed. Representative LaFave moved to excuse Representative Carra from the meeting. There being no objection the motion prevailed by unanimous consent.
