JULIE ALEXANDER CHAIR COMMITTEE MEETING MINUTES Wednesday, March 9, 2022 10:30 AM Room 326, House Office Building The House Committee on Agriculture was called to order by Chair Alexander. The Chair requested attendance be called: Present: Reps. Alexander, Posthumus, Bellino, Rendon, Filler, Garza, Cambensy, Hope, Witwer, Puri. Absent: Rep. Carra. Excused: Rep. Carra. Representative Filler moved to adopt the meeting minutes from February 16, 2022. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 5671 and HB 5704 before the committee: HB 5671 (Rep. Alexander) A bill to amend 2000 PA 92, entitled "Food law," by amending section 4102 (MCL 289.4102), as amended by 2012 PA 178. HB 5704 (Rep. Glenn) A bill to amend 2000 PA 92, entitled "Food law," by amending sections 1105 and 4102 (MCL 289.1105 and 289.4102), section 1105 as amended by 2014 PA 516 and section 4102 as amended by 2012 PA 178. Substitute (H-1) to HB 5671 was previously adopted on February 16th, 2022. Substitute (H-1) to HB 5704 was previously adopted on February 16th, 2022. At 10:35 AM, the Chair laid the committee at ease. At 10:36 AM, Majority Vice Chair Posthumus called the committee back to order. Representative Alexander testified in support of HB 5671 as proposed substitute (H-2), and HB 5704 as proposed substitute (H-2). At 10:38 AM, Majority Vice Chair Posthumus laid the committee at ease. At 10:39 AM, the Chair called the committee back to order. Representative Bellino moved to adopt substitute (H-2) to HB 5671. The motion prevailed 10-0- 0: FAVORABLE ROLL CALL Yeas: Reps. Amend page 4, line 9, after the second "MSU" by striking out "Products" and inserting "Product". 4. Amend page 4, line 17, by striking out "Products" and inserting "Product". 5. Amend page 4, line 20, after "MSU" by striking out "Products" and inserting "Product". Representative Filler moved to adopt the amendments to HB 5671 (H-2). Bezotte) A bill to amend 1931 PA 189, entitled "The insect pest and plant disease act," (MCL 286.201 to 286.228) by adding section 17a. HB 5747 (Rep. Posthumus) A bill to amend 2001 PA 267, entitled "Manufacturing milk law of 2001," (MCL 288.561 to 288.740) by adding section 92. HB 5748 (Rep. Filler) A bill to amend 2001 PA 266, entitled "Grade A milk law of 2001," (MCL 288.471 to 288.540) by adding section 36. Representative Posthumus testified in support of HB 5742, HB 5743, HB 5744, HB 5745, HB 5746, HB 5747, and HB 5748. Questions and discussion followed. Brad Deacon, Tim Slawinski, and Jamie Zmitko-Somers, all representing the Michigan Department of Agriculture and Rural Development, testified in support of HB 5742, HB 5743, HB 5744, HB 5745, HB 5746, HB 5747, and HB 5748.
