JIM LILLY CHAIR COMMITTEE MEETING MINUTES Thursday, March 10, 2022 11:00 AM Room 352, House Appropriations, State Capitol Building The House Committee on Rules and Competitiveness was called to order by Chair Lilly. The Chair requested attendance be called: Present: Reps. Lilly, Clements, Bellino, Calley, Wendzel, Damoose, Posthumus, Hertel, Kuppa. Absent: Reps. Anthony, Sneller. Excused: Reps. Anthony, Sneller. Representative Clements moved to adopt the meeting minutes from March 3, 2022. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4640 before the committee: HB 4640 (Rep. Glenn) A bill to amend 1982 PA 250, entitled "Child abuse and neglect prevention act," by amending section 2 (MCL 722.602), as amended by 2018 PA 60. Representative Clements moved to report out HB 4640 with recommendation. The motion prevailed 9-0-0: FAVORABLE ROLL CALL Yeas: Reps. Lilly, Clements, Bellino, Calley, Wendzel, Damoose, Posthumus, Hertel, Kuppa. Nays: None. Pass: None. The Chair laid HB 4912 before the committee: HB 4912 (Rep. Bezotte) A bill to amend 1978 PA 368, entitled "Public health code," by amending sections 16215, 16283, 16286, 16287, 16288, 18802, 18805, 18811, 18812, and 18814 (MCL 333.16215, 333.16283, 333.16286, 333.16287, 333.16288, 333.18802, 333.18805, 333.18811, 333.18812, and 333.18814), section 16215 as amended by 2019 PA 140, sections 16283, 16286, and 16288 as added by 2016 PA 359, section 16287 as amended by 2017 PA 22, section 18802 as amended by 2000 PA 22, section 18805 as amended by 1982 PA 353, section 18811 as amended by 2006 PA 406, and section 18812 as amended by 1982 PA 337, and by adding sections 18811a, 18818, 18819, and 18829; and to repeal acts and parts of acts. Representative Clements moved to report out HB 4912 with recommendation, as substitute (H-4). The motion prevailed 8-0-1: FAVORABLE ROLL CALL Yeas: Reps. Lilly, Clements, Bellino, Calley, Wendzel, Damoose, Posthumus, Hertel. Nays: None. Pass: Rep. Kuppa. The Chair laid HB 5804 before the committee: HB 5804 (Rep. Alexander) A bill to amend 1978 PA 368, entitled "Public health code," (MCL 333.1101 to 333.25211) by adding section 18818. Representative Alexander testified in support of HB 5804 (H-1). The following people submitted a card in support of HB 5804 (H-1), but did not wish to speak: Paige Fults, representing the Michigan Department of Licensing and Regulatory Affairs. Representative Posthumus moved to adopt substitute (H-1) to HB 5804. The motion prevailed 9-0-0: FAVORABLE ROLL CALL Yeas: Reps. Lilly, Clements, Bellino, Calley, Wendzel, Damoose, Posthumus, Hertel, Kuppa. Nays: None. Pass: None. Representative Posthumus moved to report out HB 5804 with recommendation, as substitute (H-1). The motion prevailed 7-2-0: FAVORABLE ROLL CALL Yeas: Reps. Lilly, Clements, Bellino, Calley, Damoose, Posthumus, Hertel. Nays: Reps. Wendzel, Kuppa. Pass: None. Representative Hertel moved to excuse Representatives Anthony and Sneller from the meeting. There being no objection the motion prevailed by unanimous consent.
