- HOUSE OF REPRESENTATIVES COMMITTEE ON JUDICIARY REP. GRAHAM FILLER CHAIR COMMITTEE MEETING MINUTES Tuesday, March 15, 2022 9:00 AM Room 519, House Office Building The House Committee on Judiciary was called to order by Chair Filler. The Chair requested attendance be called: Present: Reps. Filler, Mueller, Griffin, Steven Johnson, Kahle, Rendon, Berman, Clements, LaGrand, Yancey, Bolden, Hope, Breen. Absent: None. Excused: None. Representative Berman joined the committee remotely. Representative Steven Johnson moved to adopt the meeting minutes from March 8, 2022. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 5862 before the committee: HB 5862 (Rep. Borton) A bill to provide limited immunity from civil liability for personal injury or property damage to owners and operators of campgrounds and their employees. Representative Borton and Greg Katt, representing Camp Michigan, testified in support of HB 5862. Questions and discussion followed. Gary Becker and John Lindley, representing the Michigan Association of Recreational Vehicles and Campgrounds, testified in support of HB 5862. Questions and discussion followed. Eugenie "Genie" Eardley, representing the Michigan Association for Justice, testified in opposition to HB 5862. Questions and discussion followed. The following people submitted a card in opposition to HB 5862, but did not wish to speak: Todd Tennis, representing the Negligence Law Section, State Bar of Michigan. Breen) A bill to amend 1978 PA 368, entitled "Public health code," by amending sections 16221 and 16226 (MCL 333.16221 and 333.16226), section 16221 as amended by 2020 PA 232 and section 16226 as amended by 2020 PA 233. HB 5716 (Rep. Roth) A bill to amend 1931 PA 328, entitled "The Michigan penal code," by amending section 520d (MCL 750.520d), as amended by 2012 PA 372, and by adding section 219g. HB 5717 (Rep. Roth) A bill to amend 1927 PA 175, entitled "The code of criminal procedure," by amending sections 16l and 16y of chapter XVII (MCL 777.16l and 777.16y), section 16l of chapter XVII as amended by 2016 PA 150 and section 16y of chapter XVII as amended by 2006 PA 655. Representative Roth and Representative Breen testified in support of HB 5713, HB 5714, HB 5715, HB 5716 and HB 5717. Questions and discussion followed. Lynne Spencer, representing herself, testified in support of HB 5713, HB 5714, HB 5715, HB 5716 and HB 5717. Kara Rubinstein Deyerin, representing the Right to Know, testified in support of HB 5713, HB 5714, HB 5715, HB 5716 and HB 5717. The following people submitted a card in support of HB 5713, HB 5714, HB 5715, HB 5716 and HB 5717, but did not wish to speak: Dan Jarvis, representing the Michigan Family Forum. The Chair laid HB 5512 before the committee: HB 5512 (Rep. Calley) A bill to amend 2008 IL 1, entitled "Michigan Medical Marihuana Act," by amending section 7 (MCL 333.26427), as amended by 2016 PA 546. The following people submitted a card in support of HB 5512, but did not wish to speak: Judge Harvey Hoffman, representing the Michigan Association of Treatment Court Professionals. Representative Kahle moved to report out HB 5512 with recommendation. The motion prevailed 11-0-1: FAVORABLE ROLL CALL Yeas: Reps.
