MIKE MUELLER CHAIR COMMITTEE MEETING MINUTES Thursday, March 17, 2022 9:00 AM Room 327, House Office Building The House Committee on Government Operations was called to order by Chair Mueller. At 9:01 AM, the Chair laid the committee at ease. At 9:06 AM, the Chair called the committee back to order. The Chair requested attendance be called: Present: Reps. Mueller, VanWoerkom, Hauck, Cherry, Rabhi. Absent: None. Excused: None. Representative Cherry moved to adopt the meeting minutes from March 3, 2022. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4415 before the committee: HB 4415 (Rep. Steven Johnson) A bill to amend 1994 PA 451, entitled "Natural resources and environmental protection act," by amending section 43516 (MCL 324.43516), as amended by 2016 PA 461. Representative Johnson testified in support of HB 4415. Questions and discussion followed. The following people submitted a card in opposition to HB 4415, but did not wish to speak: Taylor Ridderbusch, representing the Michigan Department of Natural Resources. At 9:16 AM, the Chair laid the committee at ease. At 9:18 AM, the Chair called the committee back to order. The Chair laid HB 5569, HB 5732, HB 5772 and HB 5773 before the committee: HB 5569 (Rep. Brann) A bill to amend 1846 RS 14, entitled "Of county officers," by amending section 77 (MCL 51.77), as amended by 1982 PA 313. HB 5732 (Rep. Brann) A bill to amend 1998 PA 58, entitled "Michigan liquor control code of 1998," by amending section 1201 (MCL 436.2201). HB 5772 (Rep. Martin) A bill to amend 1961 PA 236, entitled "Revised judicature act of 1961," by amending section 181 (MCL 600.181), as amended by 2016 PA 292. HB 5773 (Rep. Mueller) A bill to amend 1949 PA 300, entitled "Michigan vehicle code," by amending section 907 (MCL 257.907), as amended by 2020 PA 382. The following people submitted a card in support of HB 5569, HB 5732, HB 5772 and HB 5773, but did not wish to speak: Sheriff Scott Frank, representing the Iosco County. Sheriff Brian Begole, representing the Shiawassee County. Sheriff John Pollack, representing the Branch County. Sheriff Raphael Washington, representing the Wayne County. Representative Hauck moved to report out HB 5569 with recommendation. The motion prevailed 5-0-0: FAVORABLE ROLL CALL Yeas: Reps. Mueller, VanWoerkom, Hauck, Cherry, Rabhi. Nays: None. Pass: None. Representative VanWoerkom moved to report out HB 5732 with recommendation. The motion prevailed 4-0-1: FAVORABLE ROLL CALL Yeas: Reps. Mueller, VanWoerkom, Hauck, Cherry. Nays: None. Pass: Rep. Rabhi. Representative Cherry offered the following amendment to HB 5772: 1. Amend page 2, line 11, by inserting: "(a) To the secondary road patrol and training fund created in section 629e of the Michigan vehicle code, 1949 PA 300, MCL 257.629e, drug treatment court fund created in section 185 of the revised judicature act of 1961, 1961 PA 236, MCL 600.185, an amount equal to $10.00 multiplied by the number of civil infraction actions on which assessments are collected each month under section 629e or 907 of the Michigan vehicle code, 1949 PA 300, MCL 257.629e and 257.907. (b) The balance of the fund remaining after the allocation in subdivision (a) shall be distributed as follows:" and renumbering the remaining subdivisions as subparagraphs. Representative Cherry moved to adopt the amendment to HB 5772. The motion did not prevail 2-3-0: UNFAVORABLE ROLL CALL Yeas: Reps. Cherry, Rabhi. Nays: Reps. Mueller, VanWoerkom, Hauck. Pass: None. Representative VanWoerkom moved to report out HB 5773 with recommendation. The motion prevailed 3-0-2: FAVORABLE ROLL CALL Yeas: Reps. Mueller, VanWoerkom, Hauck. Nays: None. Pass: Reps. Cherry, Rabhi. The Chair laid HB 4315 before the committee: HB 4315 (Rep. LaFave) A bill to amend 1994 PA 451, entitled "Natural resources and environmental protection act," by amending section 1602 (MCL 324.1602), as added by 1995 PA 60, and by adding section 1507. Representative LaFave testified in support of HB 4315. Questions and discussion followed. The following people submitted a card in opposition to HB 4315, but did not wish to speak: Taylor Ridderbusch, representing the Michigan Department of Natural Resources. There being no further business before the committee, Chair Mueller adjourned the meeting at 9:30 AM.
