- HOUSE OF REPRESENTATIVES COMMITTEE ON ECONOMIC COMPETITIVENESS REP. MIKE HOADLEY CHAIR COMMITTEE MEETING MINUTES Thursday, June 12, 2025 10:30 AM Room 521, House Office Building The House Committee on Economic Competitiveness was called to order by Chair Hoadley. The Chair requested attendance to be called: Present: Reps. Hoadley, Bohnak, Harris, BeGole, DeBoyer, St. Germaine, Grant, Brixie, Tate and Coffia. Absent: Rep. Outman. Excused: Rep. Outman. Representative DeBoyer moved to adopt the meeting minutes from April 17, 2025. There being no objection, the motion prevailed with unanimous consent. The Chair laid HB 4516 before the committee: HB 4516 (Rep. Woolford) A bill to amend 1936 (Ex Sess) PA 1, entitled "Michigan employment security act," by amending section 29 (MCL 421.29), as amended by 2024 PA 239. Representative Woolford testified in support of HB 4516. Questions and discussions followed. Kelli Saunders, representing the Small Business Association of Michigan, joined by Dave Worthams, representing the Michigan Manufacturers Association, testified in support of HB 4516. Questions and discussions followed. Amanda Fisher, representing the National Federal of Independent Business, testified in support of HB 4516. Questions and discussions followed. Alexa Tapia, representing the National Employment Law Project, testified in opposition to HB 4516. Questions and discussions followed. Jacob Fallman, representing the Sugar Law Center for Economic and Social Justice in Detroit, testified in opposition to HB 4516. The following people submitted a card in support of HB 4516, but did not wish to speak: John McNamara, representing the Michigan Restaurant and Lodging Association. Adam Majestic, representing the Detroit Regional Chamber. Taylor Alpert, representing the Michigan Health and Hospital Association. Wendy Block, representing the Michigan Chamber. The following people submitted a card in opposition to HB 4516, but did not wish to speak: Elly Jordan, representing the Michigan Poverty Law Program. Rachel Richards, representing the Michigan League for Public Policy. Sue Browne, representing United Steel Workers District 1. Robert Joerg, representing the Michigan Laborers District Council. Yousef Rabhi, representing the Michigan Nurses Association. Ryan Sebolt, representing Michigan AFL-CIO. Representative St. Germaine moved to excuse Representative Outman from the meeting. There being no objection the motion prevailed by unanimous consent. There being no further business before the committee, Chair Hoadley adjourned the meeting at 11:46 AM.
