- HOUSE OF REPRESENTATIVES COMMITTEE ON RULES AND COMPETITIVENESS REP. JIM LILLY CHAIR COMMITTEE MEETING MINUTES Thursday, March 24, 2022 10:30 AM Room 352, House Appropriations, State Capitol Building The House Committee on Rules and Competitiveness was called to order by Chair Lilly. The Chair requested attendance be called: Present: Reps. Lilly, Clements, Bellino, Calley, Wendzel, Damoose, Posthumus, Anthony, Hertel, Sneller, Kuppa. Absent: None. Excused: None. Representative Sneller moved to adopt the meeting minutes from March 10, 2022. There being no objection, the motion prevailed by unanimous consent. The Chair laid SB 405 before the committee: SB 405 (Sen. MacDonald) A bill to amend 1917 PA 273, entitled "An act to regulate and license pawnbrokers that conduct business in this state; to provide for the disposition of allegedly misappropriated property in the possession of pawnbrokers; to provide remedies and prescribe penalties; and to provide for the powers and duties of certain local governmental units and state agencies," by amending the title and sections 8, 9, and 18 (MCL 446.208, 446.209, and 446.218), the title and section 9 as amended by 2018 PA 345 and section 8 as amended by 2002 PA 469. Kimberly Wadaga, representing Senator MacDonald, Matthew Miner, representing the Capitol Strategies Group, and Mark Aubrey, the president of the Michigan Pawnbrokers Association testified in support of SB 405. Questions and discussion followed. The following people submitted a card in opposition to SB 405, but did not wish to speak: Ross Yednock, representing the Michigan Department of Insurance and Financial Services. Representative Clements moved to report out SB 405 with recommendation. The motion prevailed 11-0-0: FAVORABLE ROLL CALL Yeas: Reps. Lilly, Clements, Bellino, Calley, Wendzel, Damoose, Posthumus, Anthony, Hertel, Sneller, Kuppa. Nays: None. Pass: None.
