- HOUSE OF REPRESENTATIVES COMMITTEE ON ELECTIONS AND ETHICS REP. ANN BOLLIN CHAIR COMMITTEE MEETING MINUTES Tuesday, April 12, 2022 12:00 PM Room 326, House Office Building The House Committee on Elections and Ethics was called to order by Chair Bollin. The Chair requested attendance be called: Present: Reps. Bollin, Wendzel, Calley, Steven Johnson, Filler, Koleszar. Absent: Rep. Whitsett. Excused: Rep. Whitsett. Representative Koleszar moved to adopt the meeting minutes from March 22, 2022. There being no objection, the motion prevailed by unanimous consent. The Chair laid HJRG before the committee: HJRG (Rep. Calley) A joint resolution proposing an amendment to the state constitution of 1963, by amending sections 1 and 2 of article XII, to change the deadlines for proposed amendments to the state constitution. The following people submitted a card in opposition to HJRG, but did not wish to speak: Brian Clark, representing Voters Not Politicians. Representative Calley moved to report out HJRG with recommendation. The motion prevailed 6-0-0: FAVORABLE ROLL CALL Yeas: Reps. Bollin, Wendzel, Calley, Steven Johnson, Filler, Koleszar. Nays: None. Pass: None. The Chair laid HB 5910, HB 5885, HB 5886 and HB 5887 before the committee: HB 5910 (Rep. Bollin) A bill to amend 1976 PA 388, entitled "Michigan campaign finance act," by amending sections 3, 11, 12, 21, 24, and 52 (MCL 169.203, 169.211, 169.212, 169.221, 169.224, and 169.252), sections 3 and 11 as amended by 2017 PA 119, sections 12, 21, and 24 as amended by 2019 PA 93, and section 52 as amended by 2015 PA 269, and by adding section 21b. HB 5885 (Rep. Bollin) A bill to amend 2008 PA 23, entitled "Enhanced driver license and enhanced official state personal identification card act," by amending section 5 (MCL 28.305), as amended by 2021 PA 106. HB 5886 (Rep. Bollin) A bill to amend 1949 PA 300, entitled "Michigan vehicle code," by amending section 307 (MCL 257.307), as amended by 2020 PA 376. HB 5887 (Rep. Bollin) A bill to amend 1972 PA 222, entitled "An act to provide for an official personal identification card; to provide for its form, issuance and use; to regulate the use and disclosure of information obtained from the card; to prescribe the powers and duties of the secretary of state; to prescribe fees; to prescribe certain penalties for violations; and to provide an appropriation for certain purposes," by amending sections 1 and 2 (MCL 28.291 and 28.292), section 1 as amended by 2021 PA 105 and section 2 as amended by 2021 PA 73. At 12:08 PM, the Chair laid the committee at ease. At 12:09 PM, Majority Vice Chair Wendzel called the committee back to order. Representative Chair Bollin testified in support of HB 5910, HB 5885, HB 5886 and HB 5887. Questions and discussion followed. At 12:14 AM, Majority Vice Chair Wendzel laid the committee at ease. At 12:15 AM, the Chair called the committee back to order. The following people submitted a card in opposition to HB 5885, HB 5886 and HB 5887, but did not wish to speak: Shira Roza, representing the Promote the Vote. Erica Peresman, representing the Michigan Democratic Party. Erin Schor, representing the Michigan Department of State, testified in opposition to HB 5910. Questions and discussion followed. At 12:17 PM, the Chair laid the committee at ease. At 12:18 PM, the Chair called the committee back to order. Representative Koleszar moved to excuse Representative Whitsett from the meeting. There being no objection the motion prevailed by unanimous consent. There being no further business before the committee, Chair Bollin adjourned the meeting at 12:18 PM.
