HOUSE OF REPRESENTATIVES COMMITTEE ON JUDICIARY REP. GRAHAM FILLER CHAIR COMMITTEE MEETING MINUTES Tuesday, April 12, 2022 9:00 AM Room 519, House Office Building The House Committee on Judiciary was called to order by Chair Filler. The Chair requested attendance be called: Present: Reps. Filler, Mueller, Griffin, Steven Johnson, Kahle, Rendon, Berman, Clements, LaGrand, Yancey, Bolden, Hope, Breen. Absent: None. Excused: None. Representative Berman joined the committee remotely. Representative Mueller moved to adopt the meeting minutes from March 22, 2022. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 5749 before the committee: HB 5749 (Rep. Fink) A bill to amend 1961 PA 236, entitled "Revised judicature act of 1961," by amending section 8202 (MCL 600.8202), as amended by 2016 PA 31. Representative Fink, Judge Ray Voet, and Judge Eric Janes, both representing the Michigan District Judges Association, testified in support of HB 5749. Questions and discussion followed. The following people submitted a card in support of HB 5749, but did not wish to speak: Tom Boyd, representing the State Court Administrative Office. The Chair laid HB 5968, HB 5969 and HB 5970 before the committee: HB 5968 (Rep. Whiteford) A bill to amend 2000 PA 489, entitled "Michigan trust fund act," by amending section 2 (MCL 12.252), as amended by 2021 PA 137, and by adding section 3. HB 5969 (Rep. Whiteford) A bill to amend 1986 PA 268, entitled "Legislative council act," (MCL 4.1101 to 4.1901) by amending the title, as amended by 2018 PA 638, and by adding chapter 8A. HB 5970 (Rep. Morse) A bill to prohibit the commencement of civil actions relating to opioids by certain governmental officers and entities. Representative Morse and Representative Whiteford testified in support of HB 5968, HB 5969 and HB 5970. Questions and discussion followed. Attorney General Dana Nessel, Assistant Attorney General Matt Walker, and Mitch Albers, all representing the Michigan Department of Attorney General, testified in support of HB 5968 and HB 5970. Questions and discussion followed. The following people submitted a card in support of HB 5968, HB 5969 and HB 5970, but did not wish to speak: Meghann Keit, representing the Michigan Association of Counties. Representative Breen moved to report out HB 5968 with recommendation. The motion prevailed 11-1-0: FAVORABLE ROLL CALL Yeas: Reps. Filler, Mueller, Griffin, Kahle, Rendon, Clements, LaGrand, Yancey, Bolden, Hope, Breen. Nays: Rep. Steven Johnson. Pass: None. Representative Breen moved to report out HB 5969 with recommendation. Representative Steven Johnson moved to report out HB 5970 with recommendation. The motion prevailed 12-0-0: FAVORABLE ROLL CALL Yeas: Reps. Filler, Mueller, Griffin, Steven Johnson, Kahle, Rendon, Clements, LaGrand, Yancey, Bolden, Hope, Breen. Nays: None. Pass: None.
