STEVEN JOHNSON CHAIR COMMITTEE MEETING MINUTES Thursday, April 14, 2022 10:30 AM Room 326, House Office Building The House Committee on Oversight was called to order by Chair Steven Johnson. The Chair requested attendance be called: Present: Reps. Steven Johnson, Outman, Hoitenga, Reilly, Yaroch, O'Malley, Brixie, LaGrand, Young. Absent: None. Excused: None. Representatives Outman and Hoitenga joined the committee remotely. Representative Reilly moved to adopt the meeting minutes from March 24, 2022. There being no objection, the motion prevailed by unanimous consent. Representative O'Malley moved to adopt the meeting minutes from April 13, 2022. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 5921, HB 5922, HB 5923, HB 5924 and HB 5925 before the committee: HB 5921 (Rep. Steven Johnson) A bill to amend 1976 PA 442, entitled "Freedom of information act," by amending section 10 (MCL 15.240), as amended by 2014 PA 563. HB 5922 (Rep. O'Malley) A bill to amend 1976 PA 442, entitled "Freedom of information act," by amending section 6 (MCL 15.236), as amended by 1996 PA 553. HB 5923 (Rep. VanWoerkom) A bill to amend 1976 PA 442, entitled "Freedom of information act," by amending sections 2 and 5 (MCL 15.232 and 15.235), section 2 as amended by 2018 PA 68 and section 5 as amended by 2020 PA 36. HB 5924 (Rep. Fink) A bill to amend 1976 PA 442, entitled "Freedom of information act," by amending sections 3 and 13 (MCL 15.233 and 15.243), section 3 as amended by 2018 PA 523 and section 13 as amended by 2021 PA 33. HB 5925 (Rep. Posthumus) A bill to amend 1976 PA 442, entitled "Freedom of information act," by amending section 4 (MCL 15.234), as amended by 2020 PA 38. At 10:31 AM, the Chair laid the committee at ease. Representative Reilly took over the gavel, the time being 10:32 AM. At 10:32 AM, Representative Reilly called the committee back to order. Stephen Delie, representing the Mackinac Center and Michigan Coalition for Open Government, testified in support of HB 5921, HB 5922, HB 5923, HB 5924 and HB 5925. Questions and discussion followed. The following people submitted a card in opposition to HB 5921, HB 5922, HB 5923, HB 5924 and HB 5925, but due to the time constraints were unable to speak: Judy Allen, representing the Michigan Townships Association. Jen Rigterink, representing the Michigan Municipal League. The following person submitted a card in opposition to HB 5921, HB 5923, HB 5924 and HB 5925, but did not wish to speak: Deena Bosworth, representing the Michigan Association of Counties.
