- HOUSE OF REPRESENTATIVES COMMITTEE ON REGULATORY REFORM REP. ROGER HAUCK CHAIR COMMITTEE MEETING MINUTES Tuesday, April 26, 2022 10:30 AM Room 519, House Office Building The House Committee on Regulatory Reform was called to order by Chair Hauck. The Chair requested attendance be called: Present: Reps. Hauck, Hoitenga, Bellino, Mueller, Wendzel, Clements, Damoose, Outman, Hertel, Yancey, Garza, Witwer, Young. Absent: Reps. Hall, Steenland. Excused: Reps. Hall, Steenland. Representatives Yancey and Garza joined the committee remotely. Representative Bellino moved to adopt the meeting minutes from March 22, 2022. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 5623 before the committee: HB 5623 (Rep. Damoose) A bill to amend 1998 PA 58, entitled "Michigan liquor control code of 1998," by amending section 513 (MCL 436.1513), as amended by 2020 PA 121. Representative Damoose and Steve Betz, representing Lake Superior State University, testified in support of HB 5623. The following person submitted a card with a neutral position on HB 5623, but did not wish to speak: David Marvin, representing the Michigan Liquor Control Commission. The Chair laid HB 5983 and HB 5984 before the committee: HB 5983 (Rep. Wakeman) A bill to amend 1978 PA 368, entitled "Public health code," by amending sections 12521 and 12526 (MCL 333.12521 and 333.12526), section 12521 as amended by 2004 PA 408, and by adding section 12526a. HB 5984 (Rep. Cherry) A bill to amend 1998 PA 58, entitled "Michigan liquor control code of 1998," (MCL 436.1101 to 436.2303) by adding section 548. Representative Outman moved to adopt substitute (H-1) to HB 5984. The motion prevailed 11-0-0: FAVORABLE ROLL CALL Yeas: Reps. Hauck, Hoitenga, Bellino, Mueller, Wendzel, Clements, Damoose, Outman, Hertel, Witwer, Young. Nays: None. Pass: None. Representative Wakeman and Representative Cherry testified in support of HB 5983 and HB 5984. Questions and discussion followed. Michael Zehnder, representing the Bavarian Inn, testified in support of HB 5983 and HB 5984. Patrick Patoka, representing Boyne Mountain, testified in support of HB 5983 and HB 5984. Questions and discussion followed. Brian Shanle, representing Kalahari Resorts, testified in support of HB 5983 and HB 5984. Questions and discussion followed. Travis Boeskool, representing the Michigan Department of Environment, Great Lakes and Energy, testified with no position of HB 5983. The following person submitted a card with a neutral position on HB 5984, but did not wish to speak: David Marvin, representing the Michigan Liquor Control Commission. The following people submitted a card in support of HB 5983 and HB 5984, but did not wish to speak: Al Zehnder, representing Zehnders of Frankenmuth. Leah Robinson, representing the Michigan Chamber of Commerce. John McNamara, representing the Michigan Restaurant and Lodging Association. The following person submitted a card in opposition to HB 5983 and HB 5984, but did not wish to speak: Mike Tobias, representing the Michigan Alcohol Policy. Representative Bellino moved to excuse Representatives Hall and Steenland from the meeting. There being no objection the motion prevailed by unanimous consent.
