BRONNA KAHLE CHAIR COMMITTEE MEETING MINUTES Thursday, April 28, 2022 2:07 PM Room 519, House Office Building The House Committee on Health Policy was called to order by Chair Kahle. The Chair requested attendance be called: Present: Reps. Kahle, Meerman, Whiteford, Alexander, Allor, Hauck, Filler, Mueller, Beeler, Fink, Roth, Tisdel, Witwer, Clemente, Pohutsky, Stone, Neeley, Morse. Absent: Rep. Whitsett. Excused: Rep. Whitsett. Representative Filler moved to adopt the meeting minutes from March 24, 2022. There being no objection, the motion prevailed by unanimous consent. The Chair laid SB 499 and SB 500 before the committee: SB 499 (Sen. Daley) A bill to provide definitions for the complex needs patient act. SB 500 (Sen. Irwin) A bill to ensure access to quality complex rehabilitation technology in the Medicaid program for people with complex medical needs; and to prescribe the powers and duties of certain state departments. Senator Daley, Senator Irwin and Barry Cargill, representing the Michigan HomeCare and Hospice Association, testified in support of SB 499 and SB 500. Questions and discussion followed. The following people submitted a card in support of SB 499 and SB 500, but did not wish to speak: Sherri Boyd, representing The Arc Michigan. Don Clayback, representing the National Coalition for Assistive Rehab Technology. Kim Ross, representing Michigan Medicine. Kort St. John, representing CareLine Medical Equipment. The Chair laid HB 5609 before the committee: HB 5609 (Rep. Kahle) A bill to amend 1978 PA 368, entitled "Public health code," by amending sections 20155, 20155a, 20161, 21734, 21771, 21794, and 21799b (MCL 333.20155, 333.20155a, 333.20161, 333.21734, 333.21771, 333.21794, and 333.21799b), sections 20155, 20155a, and 21734 as amended by 2015 PA 155, section 20161 as amended by 2020 PA 169, section 21771 as amended by 2012 PA 174, section 21794 as added by 2014 PA 529, and section 21799b as amended by 2000 PA 437, and by adding section 21771a. Richie Farran, representing the Health Care Association of Michigan, testified in support of HB 5609. Dalton Herbel, representing LeadingAge Michigan, testified in support of HB 5609. The following people submitted a card with a neutral position on HB 5609, but did not wish to speak: Paige Fults, representing the Michigan Department of Licensing and Regulatory Affairs. Representative Filler moved to adopt substitute (H-1) to HB 5609. The motion prevailed 18- 0-0: FAVORABLE ROLL CALL Yeas: Reps. Kahle, Meerman, Whiteford, Alexander, Allor, Hauck, Filler, Mueller, Beeler, Fink, Roth, Tisdel, Witwer, Clemente, Pohutsky, Stone, Neeley, Morse. Nays: None. Pass: None. Representative Filler moved to report out HB 5609 with recommendation, as substitute (H-1). The motion prevailed 18-0-0: FAVORABLE ROLL CALL Yeas: Reps. Kahle, Meerman, Whiteford, Alexander, Allor, Hauck, Filler, Mueller, Beeler, Fink, Roth, Tisdel, Witwer, Clemente, Pohutsky, Stone, Neeley, Morse. Nays: None. Pass: None. Representative Filler moved to excuse Representative Whitsett from the meeting. There being no objection the motion prevailed by unanimous consent.
