JACK O'MALLEY CHAIR COMMITTEE MEETING MINUTES Tuesday, May 3, 2022 10:30 AM Room 521, House Office Building The House Committee on Transportation was called to order by Chair O'Malley. The Chair requested attendance be called: Present: Reps. O'Malley, Eisen, Howell, Griffin, Berman, Carra, Roth, Sneller, Shannon, Liberati. Absent: Reps. LaFave, Clemente, Puri. Excused: Reps. LaFave, Clemente, Puri. Representatives Berman and Shannon joined the committee remotely. Representative Griffin moved to adopt the meeting minutes from April 26, 2022. There being no objection, the motion prevailed by unanimous consent. The Chair laid SB 452 before the committee: SB 452 (Sen. Victory) A bill to amend 1949 PA 300, entitled "Michigan vehicle code," by amending section 232 (MCL 257.232), as amended by 2019 PA 88. Representative Liberati explained proposed substitute (H-1) to SB 452. Representative Sneller moved to adopt substitute (H-1) to SB 452. The motion prevailed 8-0-0: FAVORABLE ROLL CALL Yeas: Reps. O'Malley, Eisen, Howell, Griffin, Carra, Roth, Sneller, Liberati. Nays: None. Pass: None. Representative Liberati moved to report out SB 452 with recommendation, as substitute (H-1). The following people submitted a card in opposition to SB 452, but did not wish to speak: Jenita Moore, representing the Michigan Department of State. The Chair laid the presentation on the Michigan Office of the Auditor General's recent Performance Audit Report on the Michigan Department of Transportation's Negotiation of Consultant Contracts. Nathan Klein and Bryan Weiler, representing the Michigan Office of the Auditor General, both provided a presentation on the Michigan Office of the Auditor General's Performance Audit Report on the Michigan Department of Transportation's Negotiation of Consultant Contracts. Questions and discussion followed. Brad Wieferich, P.E., Director of MDOT’s Bureau of Highway Development, and Patrick McCarthy, Director of MDOT’s Bureau of Finance and Administration, both representing the Michigan Department of Transportation, provided an update on the Michigan Office of the Auditor General's Performance Audit Report on the Michigan Department of Transportation's Negotiation of Consultant Contracts from March 2022. Questions and discussion followed. Representative Roth moved to excuse Representatives LaFave, Clemente and Puri from the meeting. There being no objection the motion prevailed by unanimous consent.
