- HOUSE OF REPRESENTATIVES COMMITTEE ON ENERGY REP. JOE BELLINO CHAIR COMMITTEE MEETING MINUTES Wednesday, May 4, 2022 9:00 AM Room 519, House Office Building The House Committee on Energy was called to order by Chair Bellino. The Chair requested attendance be called: Present: Reps. Bellino, Markkanen, Hoitenga, Reilly, Berman, Beeler, Martin, Outman, Roth, Manoogian, Sneller, Cherry, Haadsma, Morse, Scott. Absent: Reps. Paquette, Puri. Excused: Reps. Paquette, Puri. Representatives Berman and Morse joined the committee remotely. Representative Martin moved to adopt the meeting minutes from April 27, 2022. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 6019 before the committee: HB 6019 (Rep. Filler) A bill to amend 1939 PA 3, entitled "An act to provide for the regulation and control of public and certain private utilities and other services affected with a public interest within this state; to provide for alternative energy suppliers; to provide for licensing; to include municipally owned utilities and other providers of energy under certain provisions of this act; to create a public service commission and to prescribe and define its powers and duties; to abolish the Michigan public utilities commission and to confer the powers and duties vested by law on the public service commission; to provide for the powers and duties of certain state governmental officers and entities; to provide for the continuance, transfer, and completion of certain matters and proceedings; to abolish automatic adjustment clauses; to prohibit certain rate increases without notice and hearing; to qualify residential energy conservation programs permitted under state law for certain federal exemption; to create a fund; to encourage the utilization of resource recovery facilities; to prohibit certain acts and practices of providers of energy; to allow for the securitization of stranded costs; to reduce rates; to provide for appeals; to provide appropriations; to declare the effect and purpose of this act; to prescribe remedies and penalties; and to repeal acts and parts of acts," (MCL 460.1 to 460.11) by adding section 10hh. Jesse DeerInWater, representing the NAIA of Detroit and CRAFT, testified in opposition to HB 6019. Questions and discussion followed. Gabriela Alcazar, representing herself, testified in opposition to HB 6019. The following people submitted a card in support of HB 6019, but did not wish to speak: Winston Feehely, representing DTE. The following people submitted a card in opposition to HB 6019, but did not wish to speak: Anawake DeerInWater, representing herself. Maro Beauchamp, representing CRAFT and True Earth. Representative Beeler moved to adopt substitute (H-1) to HB 6019. The motion prevailed 13- 0-0: FAVORABLE ROLL CALL Yeas: Reps. Bellino, Markkanen, Hoitenga, Reilly, Beeler, Martin, Outman, Roth, Manoogian, Sneller, Cherry, Haadsma, Scott. Nays: None. Pass: None. Representative Markkanen moved to report out HB 6019 with recommendation, as substitute (H-1). The motion prevailed 12-0-1: FAVORABLE ROLL CALL Yeas: Reps. Bellino, Markkanen, Hoitenga, Beeler, Martin, Outman, Roth, Manoogian, Sneller, Cherry, Haadsma, Scott. Nays: None. Pass: Rep. Reilly. Representative Roth moved to excuse Representatives Paquette and Puri from the meeting. There being no objection the motion prevailed by unanimous consent.
