CALLEY CHAIR COMMITTEE MEETING MINUTES Wednesday, May 4, 2022 12:00 PM Room 521, House Office Building The House Committee on Local Government and Municipal Finance was called to order by Chair Calley. The Chair requested attendance be called: Present: Reps. Calley, Bezotte, Howell, Alexander, Bellino, Berman, Paquette, Slagh, Ellison, Sowerby, Garza, Kuppa, Cavanagh. Absent: None. Excused: None. Representative Berman joined the committee remotely. Representative Alexander moved to adopt the meeting minutes from April 27, 2022. There being no objection, the motion prevailed by unanimous consent. Representative Howell moved to adopt the meeting minutes from March 23, 2022. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4416 before the committee: HB 4416 (Rep. Anthony) A bill to prohibit the recording of deeds or other instruments relating to real property that contain certain restrictive covenants or conditions; to make such restrictions unenforceable; and to provide remedies with respect to those instruments. Remy Gelderloss, from Representative Anthony's office, and Charles Hobbs, representing the Lansing ACLU, explained substitute (H-2) to HB 4416. Representative Ellison moved to adopt substitute (H-2) to HB 4416. The motion prevailed 12-0-0: FAVORABLE ROLL CALL Yeas: Reps. Bellino) A bill to amend 1992 PA 147, entitled "Neighborhood enterprise zone act," by amending section 11 (MCL 207.781), as amended by 2021 PA 44. Representative Bellino and Jared Fleisher, representing Rocket Mortgage, testified in support of HB 6017. Questions and discussion followed. Calley) A bill to amend 1978 PA 368, entitled "Public health code," by amending sections 2804, 2843, 2843b, 2844, and 16221 (MCL 333.2804, 333.2843, 333.2843b, 333.2844, and 333.16221), section 2804 as amended by 2012 PA 499, section 2843 as amended by 2013 PA 79, section 2843b as added by 1986 PA 185, and section 16221 as amended by 2020 PA 232. HB 5616 (Rep. Tyrone Carter) A bill to amend 1953 PA 181, entitled "An act relative to investigations in certain instances of the causes of death within this state due to violence, negligence or other act or omission of a criminal nature or to protect public health; to provide for the taking of statements from injured persons under certain circumstances; to abolish the office of coroner and to create the office of county medical examiner in certain counties; to prescribe the powers and duties of county medical examiners; to prescribe penalties for violations of the provisions of this act; and to prescribe a referendum thereon," by amending sections 2 and 3 (MCL 52.202 and 52.203), as amended by 2012 PA 171. Representative Bezotte moved to adopt substitute (H-1) to HB 5615. The motion prevailed 12-0-0: FAVORABLE ROLL CALL Yeas: Reps. At 12:20 PM, the Chair laid the committee at ease. At 12:20 PM, Majority Vice Chair Bezotte called the committee back to order. Representative Julie Calley, Phil Douma and Sarah Jensen-Vatter, both representing the Michigan Funeral Directors Association, testified in support of HB 5615 and HB 5616. At 12:29 PM, Majority Vice Chair Bezotte laid the committee at ease. At 12:29 PM, the Chair called the committee back to order. Thadd Gormas, representing the Michigan Academy of Physician Assistants, testified in support of the bill as introduced and in opposition to substitute (H-1) to HB 5615. Questions and discussion followed. Donna Craig, representing the Michigan Council of Nurse Practitioners, testified in support of the bill as introduced and with concerns with substitute (H-1) to HB 5615. Questions and discussion followed. The following person submitted a card in support of HB 5615, but did not wish to speak: Judy McKenna, representing the Michigan Association of Colleges of Nursing.
