JIM LILLY CHAIR COMMITTEE MEETING MINUTES Thursday, May 5, 2022 10:30 AM Room 352, House Appropriations, State Capitol Building The House Committee on Rules and Competitiveness was called to order by Chair Lilly. The Chair requested attendance be called: Present: Reps. Lilly, Clements, Bellino, Calley, Wendzel, Damoose, Posthumus, Anthony, Hertel, Sneller, Kuppa. Absent: None. Excused: None. Representative Clements moved to adopt the meeting minutes from April 13, 2022. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 5889 before the committee: HB 5889 (Rep. Glenn) A bill to amend 1961 PA 236, entitled "Revised judicature act of 1961," (MCL 600.101 to 600.9947) by adding section 2157c. Representative Glen testified in support of HB 5889. Heath Lowry, representing the Michigan Coalition to End Domestic and Sexual Violence, testified in support of HB 5889. The following people submitted a card in support of HB 5889, but did not wish to speak: Mitch Albers, representing the Michigan Department of Attorney General. Brandon Lanyon, representing the Prosecuting Attorneys of Michigan. The following people submitted a card in opposition to HB 5889, but did not wish to speak: Nathan Triple, representing the State Bar of Michigan. At 10:47 AM, with all members present, the Chair called the committee back to order. The Chair laid HB 5718 and HB 5719 before the committee: HB 5718 (Rep. Rendon) A bill to amend 1956 PA 218, entitled "The insurance code of 1956," by amending section 3107c (MCL 500.3107c), as added by 2019 PA 22. HB 5719 (Rep. Hauck) A bill to amend 1956 PA 218, entitled "The insurance code of 1956," by amending section 3114 (MCL 500.3114), as amended by 2019 PA 21. The following people submitted a card in support of HB 5718 and HB 5719, but did not wish to speak: Pat Springstead, representing the NEMO'S Bar and Grille. The following people submitted a card in opposition to HB 5718 and HB 5719, but did not wish to speak: Kevin McKinney, representing the Comprehensive Perl Archive Network. Representative Kuppa offered the following amendment to HB 5718: 1. Amend page 4, line 16, by striking out all of enacting section 1 and inserting: "Enacting section 1. This amendatory act does not take effect unless all of the following bills of the 101st Legislature are enacted into law: (a) House Bill No. 5307. (b) House Bill No. 5719.". Representative Kuppa moved to adopt the amendment to HB 5718. The motion did not prevail 4-7-0: UNFAVORABLE ROLL CALL Yeas: Reps. Anthony, Hertel, Sneller, Kuppa. Nays: Reps. This amendatory act does not take effect unless all of the following bills of the 101st Legislature are enacted into law: (a) House Bill No. 5698. (b) House Bill No. 5719.". Amend page 5, line 18, by striking out all of enacting section 1 and inserting: "Enacting section 1. This amendatory act does not take effect unless all of the following bills of the 101st Legislature are enacted into law: (a) House Bill No. 5698. (b) House Bill No. 5718.".
