- HOUSE OF REPRESENTATIVES COMMITTEE ON TRANSPORTATION AND INFRASTRUCTURE REP. PAT OUTMAN CHAIR COMMITTEE MEETING MINUTES Tuesday, June 24, 2025 Noon. Room 519, House Office Building The House Committee on Transportation and Infrastructure was called to order by Chair Outman. The Chair requested attendance to be called: Present: Reps. Outman, Alexander, Carra, Kunse, Neyer, Prestin, Bohnak, Frisbie, Wortz, Herzberg, Hope, Koleszar, Andrews and Miller. Absent: Reps. Bruck, Grant and Wilson. Excused: Reps. Bruck, Grant and Wilson. Representative Neyer moved to adopt the meeting minutes from June 03, 2025. There being no objection, the motion prevailed with unanimous consent. The Chair laid HB 4415 before the committee: HB 4415 (Rep. Kuhn) A bill to amend 1909 PA 283, entitled "An act to revise, consolidate, and add to the laws relating to the establishment, opening, discontinuing, vacating, closing, altering, improvement, maintenance, and use of the public highways and private roads; the condemnation of property and gravel therefor; the building, repairing and preservation of bridges; maintaining public access to waterways under certain conditions; setting and protecting shade trees, drainage, and cutting weeds and brush within this state; providing for the election or appointment and defining the powers, duties, and compensation of state, county, township, and district highway officials; and to prescribe penalties and provide remedies," by amending section 10 (MCL 224.10), as amended by 2020 PA 286. Substitute (H-1) to HB 4415 was previously adopted on June 3, 2025. The following person submitted a card in support of HB 4415, but did not wish to speak: Samantha Gibson, representing the Michigan Association of Counties. Representative Alexander moved to report out HB 4415 with recommendation, as substitute (H-1). The motion prevailed 14-0-0: FAVORABLE ROLL CALL Yeas: Reps. Outman, Alexander, Carra, Kunse, Neyer, Prestin, Bohnak, Frisbie, Wortz, Herzberg, Hope, Koleszar, Andrews and Miller. Nays: None. Pass: None. Chair Outman laid before the committee a presentation by the Reason Foundation. Baruch Feigenbaum, representing the Reason Foundation, gave a presentation to the committee. Questions and discussion followed. Chair Outman laid before the committee a presentation from GeoToll. Dr. Ankur Agarwal and Tom Gustafson, both representing GeoToll, gave a presentation to the committee. Questions and discussion followed. Chair Outman laid before the committee a presentation by the County Road Association of Michigan. Ed Noyola and Denise Donohue, both representing the County Road Association of Michigan, gave a presentation to the committee. Questions and discussion followed. Representative Kunse moved to excuse Representatives Bruck, Grant and Wilson from the meeting. There being no objection the motion prevailed by unanimous consent.
