Pohutsky) A bill to amend 1939 PA 288, entitled "Probate code of 1939," by amending section 17d of chapter XIIA (MCL 712A.17d), as amended by 2012 PA 115. HB 5976 (Rep. Tyrone Carter) A bill to amend 1994 PA 203, entitled "Foster care and adoption services act," (MCL 722.951 to 722.960) by adding section 3a. HB 5977 (Rep. Green) A bill to amend 1973 PA 116, entitled "An act to provide for the protection of children through the licensing and regulation of child care organizations; to provide for the establishment of standards of care for child care organizations; to prescribe powers and duties of certain departments of this state and adoption facilitators; to provide penalties; and to repeal acts and parts of acts," (MCL 722.111 to 722.128) by adding section 6a. HB 5978 (Rep. Wakeman) Children; foster care; family finding and engagement company; require department of health and human services to use to help connect foster children to family members and friends. HB 5980 (Rep. Young) A bill to amend 1973 PA 116, entitled "An act to provide for the protection of children through the licensing and regulation of child care organizations; to provide for the establishment of standards of care for child care organizations; to prescribe powers and duties of certain departments of this state and adoption facilitators; to provide penalties; and to repeal acts and parts of acts," by amending section 8 (MCL 722.118), as amended by 2017 PA 258. HB 5981 (Rep. Anthony) A bill to amend 2006 PA 110, entitled "Michigan zoning enabling act," by amending sections 102 and 206 (MCL 125.3102 and 125.3206), section 102 as amended by 2008 PA 12 and section 206 as amended by 2018 PA 513. HB 6070 (Rep. O'Malley) A bill to amend 1967 PA 281, entitled "Income tax act of 1967," (MCL 206.1 to 206.847) by adding sections 277 and 678. HB 6073 (Rep. Whiteford) A bill to amend 1973 PA 116, entitled "An act to provide for the protection of children through the licensing and regulation of child care organizations; to provide for the establishment of standards of care for child care organizations; to prescribe powers and duties of certain departments of this state and adoption facilitators; to provide penalties; and to repeal acts and parts of acts," by amending section 1 (MCL 722.111), as amended by 2020 PA 6. HB 6074 (Rep. Whiteford) A bill to amend 1939 PA 288, entitled "Probate code of 1939," by amending section 22 of chapter X and section 18 of chapter XIIA (MCL 710.22 and 712A.18), section 22 of chapter X as amended by 2004 PA 487 and section 18 of chapter XIIA as amended by 2020 PA 389. HB 6075 (Rep. Rendon) A bill to amend 2008 PA 260, entitled "Guardianship assistance act," by amending section 2 (MCL 722.872), as amended by 2015 PA 227. HR 262 (Rep. Brenda Carter) A resolution to urge the United States Congress to expand the federal Family First Prevention Services Act by allowing flexibility in the use of Title IV-E funds to help children remain safely in their homes. Representative Mary Whiteford, Vice-Chair of the House Appropriations Committee, Chair of the Michigan Department of Health, Human Services Subcommittee and Chair of The House Adoption and Foster Care Task Force, submitted the 2021-2022 Adoption and Foster Care Report to the full committee. Lisa Grodsky, Program Operations Manager at Oakland Livingston Human Service Agency, testified with a neutral position on HB 5978 and HB 6075. Tracey Defeyter testified in support of HB 5801, HB 5974, HB 5975, HB 5976, HB 5977, HB 5978, HB 5980, HB 5981, HB 6067, HB 6073, HB 6074, HB 6075 and HR 262. Eric Chappell, Legislative Assistant to Representative Jack O'Malley, the bill sponsor, explained the substitute (H-1) to HB 6070. Karla Ruest, representing the Michigan County Social Services Association, submitted a card in support of HB 5974, HB 5975, HB 5977, HB 5978, HB 5980, and HB 5981, but did not wish to speak. Rebecca Mastee, Policy Advocate for Michigan Catholic Conference, submitted a card in support of HB 5801, HB 5975, HB 5976, HB 5977, HB 5978, HB 5980, HB 5981 and HB 6070, but did not wish to speak. Daniel Jarvis, Research and Policy Director for Michigan Family Forum, submitted a card in support of HB 6070, but did not wish to speak. The following individuals submitted a card in support of HB 5801, HB 5974, HB 5975, HB 5976, HB 5977, HB 5978, HB 5980, HB 5981, HB 6070, HB 6073, HB 6074, HB 6075, and HR 262, but did not wish to speak: Dr. Bradley Trask, Pastor at Brighton Assembly of God; Pastor Steve Miller from New Hope of Three Rivers; Pastor Nate Elarton from Compelled Church; Pastor Jamie Kjos from Brightmoor Christian Church; and Rachel R. Lindemann. Robert Dorigo Jones, Vice President for Michigan Children's, submitted a card in support of HB 5974, HB 5975, HB 5977, HB 5978, HB 5980, and HB 5981, but did not wish to speak. Ann Greenblatt and Camille Williams submitted written testimony in support of the Adoption and Foster Care Task recommendations. Representative Rendon moved to adopt substitute (H-1) to HB 5801.
