HOUSE OF REPRESENTATIVES COMMITTEE ON TRANSPORTATION REP. JACK O'MALLEY CHAIR COMMITTEE MEETING MINUTES Tuesday, May 17, 2022 10:30 AM Room 521, House Office Building The House Committee on Transportation was called to order by Chair O'Malley. The Clerk read a letter from Speaker Jason Wentworth, dated May 10, 2022, removing Representative Ryan Berman from the House Transportation Committee and appointing Representative Mike Harris to the House Transportation Committee. The Chair requested attendance be called: Present: Reps. O'Malley, Eisen, Howell, Griffin, LaFave, Carra, Roth, Harris, Sneller, Clemente, Shannon, Liberati, Puri. Absent: None. Excused: None. Representative Harris moved to adopt the meeting minutes from May 3, 2022. There being no objection, the motion prevailed by unanimous consent. The Chair laid SB 795 and SB 796 before the committee: SB 795 (Sen. Hertel) A bill to amend 1945 PA 327, entitled "Aeronautics code of the state of Michigan," (MCL 259.1 to 259.208) by adding section 207. SB 796 (Sen. Nesbitt) A bill to amend 1945 PA 327, entitled "Aeronautics code of the state of Michigan," (MCL 259.1 to 259.208) by adding section 206a. Senator Nesbitt and Senator Hertel testified in support of SB 795 and SB 796. Questions and discussion followed. Mike Trout, Troy Hagon, Bryan Budds, and Linn Smith, all representing the Michigan Department of Transportation Office of Aeronautics, testified with no position on SB 795 and SB 796. Questions and discussion followed. Jason Gillman, representing the Michigan Coalition of Drone Operators, testified in support of SB 795 and SB 796. The following people submitted a card with a neutral position on SB 795 and SB 796, but did not wish to speak: Bradley Chambers, representing Mackinac Island Carriage Tours, Inc., Dennis Cawthorne, representing the Mackinac Island Convention and Visitors Bureau. The following people submitted a card in support of SB 795 and SB 796, but did not wish to speak: Nathan Trail, representing Supernal. The Chair laid HB 6079 before the committee: HB 6079 (Rep. Weiss) A bill to amend 2001 PA 142, entitled "Michigan memorial highway act," (MCL 250.1001 to 250.2092) by adding section 35a. Representative Weiss, joined by Deborah Nagel, mother of Officer Jessica Nagle-Wilson, and Brian Buchholz, Hazel Park Chief of Police, all testified in support of HB 6079. Representative LaFave moved to report out HB 6079 with recommendation. The motion prevailed 13-0-0: FAVORABLE ROLL CALL Yeas: Reps. O'Malley, Eisen, Howell, Griffin, LaFave, Carra, Roth, Harris, Sneller, Clemente, Shannon, Liberati, Puri. Nays: None. Pass: None. The following people submitted a card with a neutral position on HB 6079, but did not wish to speak: Troy Hagon, representing the Michigan Department of Transportation. The Chair laid HB 5882 before the committee: HB 5882 (Rep. Roth) A bill to amend 1949 PA 300, entitled "Michigan vehicle code," by amending section 20a (MCL 257.20a), as amended by 2012 PA 239. Representative Roth, joined by John Russell, representing the Twin Bay British Car Club, both testified in support of HB 5882. Questions and discussion followed. The following people submitted a card with a neutral position on HB 5882, but did not wish to speak: Jenita Moore, representing the Michigan Department of State.
