- HOUSE OF REPRESENTATIVES COMMITTEE ON LOCAL GOVERNMENT AND MUNICIPAL FINANCE REP. JULIE A. CALLEY CHAIR COMMITTEE MEETING MINUTES Wednesday, May 18, 2022 12:00 PM Room 521, House Office Building The House Committee on Local Government and Municipal Finance was called to order by Chair Calley. The committee clerk read a letter from Speaker Wentworth to Gary Randall, Clerk of the House, removing Representative Berman from the committee and adding Representative Mekoski to the committee. The Chair requested attendance be called: Present: Reps. Calley, Bezotte, Howell, Alexander, Bellino, Slagh, Mekoski, Ellison, Sowerby, Garza, Kuppa, Cavanagh. Absent: Rep. Paquette. Excused: Rep. Paquette. Representative Bezotte moved to adopt the meeting minutes from May 4, 2022. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 5615 and HB 5616 before the committee: HB 5615 (Rep. Calley) A bill to amend 1978 PA 368, entitled "Public health code," by amending sections 2804, 2843, 2843b, 2844, and 16221 (MCL 333.2804, 333.2843, 333.2843b, 333.2844, and 333.16221), section 2804 as amended by 2012 PA 499, section 2843 as amended by 2013 PA 79, section 2843b as added by 1986 PA 185, and section 16221 as amended by 2020 PA 232. HB 5616 (Rep. Tyrone Carter) A bill to amend 1953 PA 181, entitled "An act relative to investigations in certain instances of the causes of death within this state due to violence, negligence or other act or omission of a criminal nature or to protect public health; to provide for the taking of statements from injured persons under certain circumstances; to abolish the office of coroner and to create the office of county medical examiner in certain counties; to prescribe the powers and duties of county medical examiners; to prescribe penalties for violations of the provisions of this act; and to prescribe a referendum thereon," by amending sections 2 and 3 (MCL 52.202 and 52.203), as amended by 2012 PA 171. Substitute (H-1) was previously adopted to HB 5615 on May 4, 2022. Substitute (H-1) was previously adopted to HB 5616 on May 4, 2022. Representative Bezotte moved to report out HB 5615 with recommendation, as substitute (H- 1). The motion prevailed 12-0-0: FAVORABLE ROLL CALL Yeas: Reps. Representative Ellison moved to report out HB 5616 with recommendation, as substitute (H- 1). The motion prevailed 12-0-0: FAVORABLE ROLL CALL Yeas: Reps. The following person submitted a card in support of HB 5615 and HB 5616, but did not wish to speak: Patrick Wells-O'Brien, representing Gift of Life Michigan. The Chair laid HB 6017 before the committee: HB 6017 (Rep. Bellino) A bill to amend 1992 PA 147, entitled "Neighborhood enterprise zone act," by amending section 11 (MCL 207.781), as amended by 2021 PA 44. Representative Bellino moved to adopt substitute (H-2) to HB 6017. The motion prevailed 12-0-0: FAVORABLE ROLL CALL Yeas: Reps. Calley, Bezotte, Howell, Alexander, Bellino, Slagh, Mekoski, Ellison, Sowerby, Garza, Kuppa, Cavanagh. Nays: None. Pass: None. Representative Bellino moved to report out HB 6017 with recommendation, as substitute (H- 2). The motion prevailed 10-1-1: FAVORABLE ROLL CALL Yeas: Reps. Calley, Bezotte, Howell, Alexander, Bellino, Slagh, Mekoski, Ellison, Garza, Kuppa. Nays: Rep. Sowerby. Pass: Rep. Cavanagh. The following person submitted a card with a neutral position on HB 6017, but did not wish to speak: Peter Morman, representing the Michigan Department of Treasury. The following person submitted a card in support of HB 6017, but did not wish to speak: Jared Fleisher, representing Rocket Mortgage. The Chair laid HB 5600 before the committee: HB 5600 (Rep. Steven Johnson) A bill to amend 1967 PA 288, entitled "Land division act," by amending section 222a (MCL 560.222a), as added by 2004 PA 590. Representative Steve Johnson, and Bert Block and Bruce Block, constituents of Representative Johnson, testified in support of HB 5600. Questions and discussion followed. Judy Allen, representing the Michigan Townships Association, testified with no position on HB 5600. Representative Slagh moved to excuse Representative Paquette from the meeting. There being no objection the motion prevailed by unanimous consent. There being no further business before the committee, Chair Calley adjourned the meeting at 12:36 PM.
