BRONNA KAHLE CHAIR COMMITTEE MEETING MINUTES Thursday, May 19, 2022 10:30 AM Room 519, House Office Building The House Committee on Health Policy was called to order by Chair Kahle. The Chair requested attendance be called: Present: Reps. Kahle, Meerman, Whiteford, Alexander, Allor, Hauck, Filler, Mueller, Beeler, Fink, Roth, Tisdel, Witwer, Clemente, Pohutsky, Stone, Whitsett, Neeley, Morse. Absent: None. Excused: None. Representative Filler moved to adopt the meeting minutes from May 5, 2022. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 6020 before the committee: HB 6020 (Rep. Kahle) A bill to establish a student mental health apprenticeship retention and training (SMART) internship grant program; to prescribe conditions for the administration of the student mental health apprenticeship retention and training (SMART) internship grant program; to prescribe certain powers and duties of certain state officers, agencies, and departments; and to require the promulgation of rules. The following people submitted a card in support of HB 6020, but did not wish to speak: Amy Zaagman, representing the Michigan Council for Maternal and Child Health. Melina Brann, representing the National Association of Social Workers. De'Shondria Bedenfield, representing the Michigan Association of School Boards. Representative Filler moved to adopt substitute (H-1) to HB 6020. The motion prevailed 19- 0-0: FAVORABLE ROLL CALL Yeas: Reps. Kahle, Meerman, Whiteford, Alexander, Allor, Hauck, Filler, Mueller, Beeler, Fink, Roth, Tisdel, Witwer, Clemente, Pohutsky, Stone, Whitsett, Neeley, Morse. Nays: None. Pass: None. Representative Hauck moved to report out HB 6020 with recommendation, as substitute (H- 1). The motion prevailed 17-1-1: FAVORABLE ROLL CALL Yeas: Reps. Kahle, Meerman, Whiteford, Alexander, Allor, Hauck, Filler, Mueller, Roth, Tisdel, Witwer, Clemente, Pohutsky, Stone, Whitsett, Neeley, Morse. Nays: Rep. Beeler. Pass: Rep. Fink. Chair Kahle laid before the committee presentations on human trafficking in Michigan and the 2020-2021 Michigan Human Trafficking Health Advisory Board Annual Report. Tiffany Martinez, Project Director for the Division of Victims Services for the Michigan Department of Health and Human Services, gave a presentation to the committee. Johanna Kononen, Director of Law and Policy for the Michigan Coalition to End Domestic and Sexual Violence, and Merkeb Yohannes, Associate Director for the Michigan Coalition to End Domestic and Sexual Violence, gave a presentation to the committee. Questions and discussion followed. The Chair laid SB 134 before the committee: SB 134 (Sen. VanderWall) A bill to amend 1931 PA 328, entitled "The Michigan penal code," (MCL 750.1 to 750.568) by adding section 410c. Jamie Callahan, representing Senator VanderWall, testified in support of SB 134. Dr. Barry Sample, representing Quest Diagnostics, testified in support of SB 134. Questions and discussion followed. The following people submitted a card in support of SB 134, but did not wish to speak: David Worthams, representing the Michigan Manufacturers Association.
