HOUSE OF REPRESENTATIVES COMMITTEE ON INSURANCE REP. DAIRE RENDON CHAIR COMMITTEE MEETING MINUTES Thursday, May 19, 2022 9:00 AM Room 519, House Office Building The House Committee on Insurance was called to order by Chair Rendon. The Clerk read a letter from Speaker Jason Wentworth, dated May 10, 2022, removing Representative Ryan Berman as the Vice-Chair for the Committee on Insurance, removing Representative Ryan Berman from the Committee on Insurance, appointing Representative Beau LaFave as the Vice-Chair for the Committee on Insurance, and appointing Representative Mike Harris to the Committee on Insurance. The Clerk read a second letter from Speaker Jason Wentworth, dated May 17, 2022, removing Representative Sarah Anthony from the Committee on Insurance and appointing Representative Carol Glanville to the Committee on Insurance. The Chair requested attendance be called: Present: Reps. Rendon, LaFave, Kahle, Hall, Meerman, Bezotte, Clements, Posthumus, Tisdel, Harris, Brenda Carter, Bolden, Coleman, Stone, Breen, Steenland, Glanville. Absent: None. Excused: None. Representative Kahle moved to adopt the meeting minutes from April 28, 2022. There being no objection, the motion prevailed by unanimous consent. At 9:05 AM, the Chair laid the committee at ease. At 9:07 AM, the Chair called the committee back to order. The Chair laid SB 447 before the committee: SB 447 (Sen. Lauwers) A bill to amend 1956 PA 218, entitled "The insurance code of 1956," (MCL 500.100 to 500.8302) by adding section 3471. Representative LaFave moved to report out SB 447 with recommendation. The motion prevailed 15-0-1: FAVORABLE ROLL CALL Yeas: Reps. Rendon, LaFave, Kahle, Hall, Meerman, Bezotte, Clements, Posthumus, Tisdel, Harris, Brenda Carter, Coleman, Stone, Steenland, Glanville. Nays: None. Pass: Rep. Bolden. The following people submitted a card in support of SB 447, but did not wish to speak: Melissa Holmquist, representing Upper Peninsula Health Plan. The Chair laid SB 624 before the committee: SB 624 (Sen. Theis) A bill to amend 1956 PA 218, entitled "The insurance code of 1956," by amending section 4072 (MCL 500.4072), as amended by 2003 PA 200. Representative Steenland moved to report out SB 624 with recommendation. The motion prevailed 16-0-0: FAVORABLE ROLL CALL Yeas: Reps. Rendon, LaFave, Kahle, Hall, Meerman, Bezotte, Clements, Posthumus, Tisdel, Harris, Brenda Carter, Bolden, Coleman, Stone, Steenland, Glanville. Nays: None. Pass: None. The following people submitted a card in support of SB 624, but did not wish to speak: Marcia Hune, representing the Life Insurers Association of Michigan. At 9:10 AM, the Chair laid the committee at ease. At 9:33 AM, the Chair called the committee back to order. The Chair laid HB 5870 before the committee: HB 5870 (Rep. Berman) A bill to amend 1956 PA 218, entitled "The insurance code of 1956," by amending sections 3142 and 3157 (MCL 500.3142 and 500.3157), as amended by 2019 PA 21. Representative Berman testified in support of HB 5870. Questions and discussion followed. April Brown, representing AdvisaCare, Tammy Hannah, representing Origami Rehabilitation, and Bob Mlynarek, representing 1st Call Home Healthcare, all testified in support of HB 5870.
