HOUSE OF REPRESENTATIVES COMMITTEE ON ELECTIONS AND ETHICS REP. ANN BOLLIN CHAIR COMMITTEE MEETING MINUTES Tuesday, May 24, 2022 12:00 PM Room 326, House Office Building The House Committee on Elections and Ethics was called to order by Chair Bollin. The Chair requested attendance be called: Present: Reps. Bollin, Wendzel, Calley, Steven Johnson, Filler, Koleszar, Whitsett. Absent: None. Excused: None. Representative Wendzel moved to adopt the meeting minutes from May 10, 2022. There being no objection, the motion prevailed by unanimous consent. The Chair laid SB 273 and SB 278 before the committee: SB 273 (Sen. Johnson) A bill to amend 1954 PA 116, entitled "Michigan election law," (MCL 168.1 to 168.992) by adding section 761e. SB 278 (Sen. MacDonald) A bill to amend 1954 PA 116, entitled "Michigan election law," by amending section 761d (MCL 168.761d), as added by 2020 PA 177. Senator Johnson and Senator MacDonald testified in support of SB 273 and SB 278. Questions and discussion followed. The following people submitted a card in support of SB 273 and SB 278, but did not wish to speak: Patrice Johnson, representing Pure Integrity for Michigan Elections. The following people submitted a card in opposition to SB 273 and SB 278, but did not wish to speak: Dorian Tyus, representing the Michigan Democratic Party. Tim Minotas, representing the Sierra Club. Emily Snider, representing the Michigan Anti-Defamation League. Representative Filler moved to adopt substitute (H-2) to SB 273. The Chair laid HB 6071 before the committee: HB 6071 (Rep. Bollin) A bill to amend 1954 PA 116, entitled "Michigan election law," by amending section 662 (MCL 168.662), as amended by 2004 PA 92. The following people submitted a card with a neutral position on HB 6071, but did not wish to speak: Erin Schor, representing the Michigan Department of State. Patrice Johnson, representing Pure Integrity for Michigan Elections. Bollin) A bill to amend 1954 PA 116, entitled "Michigan election law," by amending sections 31, 683, and 730 (MCL 168.31, 168.683, and 168.730), section 31 as amended by 2012 PA 271, section 683 as amended by 2018 PA 120, and section 730 as amended by 1995 PA 261, and by adding section 730a. At 12:18 PM, the Chair laid the committee at ease. At 12:19 PM, Majority Vice Chair Wendzel called the committee back to order. Representative Bollin testified in support of HB 6124. Questions and discussion followed. The following people submitted a card in support of HB 6124, but did not wish to speak: Patrice Johnson, representing Pure Integrity for Michigan Elections. At 12:24 PM, Majority Vice Chair Wendzel laid the committee at ease. At 12:25 PM, the Chair called the committee back to order. The Chair laid HB 5938 before the committee: HB 5938 (Rep. Berman) A bill to amend 1976 PA 388, entitled "Michigan campaign finance act," by repealing section 30 (MCL 169.230). Representative Koleszar moved to report out HB 5938 with recommendation. The motion prevailed 7-0-0: FAVORABLE ROLL CALL Yeas: Reps. Bollin, Wendzel, Calley, Steven Johnson, Filler, Koleszar, Whitsett. Nays: None. Pass: None.
