HOUSE OF REPRESENTATIVES COMMITTEE ON TRANSPORTATION REP. JACK O'MALLEY CHAIR COMMITTEE MEETING MINUTES Tuesday, May 24, 2022 10:30 AM Room 521, House Office Building The House Committee on Transportation was called to order by Chair O'Malley. The Chair requested attendance be called: Present: Reps. O'Malley, Eisen, Howell, Griffin, LaFave, Carra, Roth, Harris, Sneller, Clemente, Shannon, Liberati, Puri. Absent: None. Excused: None. Representative Clemente moved to adopt the meeting minutes from May 17, 2022. There being no objection, the motion prevailed by unanimous consent. At 10:34 AM, the Chair laid the committee at ease. At 10:36 AM, the Chair called the committee back to order. The Chair laid SB 706 before the committee: SB 706 (Sen. Horn) A bill to amend 1949 PA 300, entitled "Michigan vehicle code," by amending sections 2b, 642, and 665 (MCL 257.2b, 257.642, and 257.665), sections 2b and 665 as amended by 2016 PA 332 and section 642 as amended by 2012 PA 498, and by adding sections 665c, 665d, and 666a. The Chair explained proposed substitute (H-2) to SB 706. Representative O'Malley moved to adopt substitute (H-2) to SB 706. The motion prevailed 13-0- 0: FAVORABLE ROLL CALL Yeas: Reps. O'Malley, Eisen, Howell, Griffin, LaFave, Carra, Roth, Harris, Sneller, Clemente, Shannon, Liberati, Puri. Nays: None. Pass: None. Representative LaFave moved to report out SB 706 with recommendation, as substitute (H-2). The motion prevailed 9-3-1: FAVORABLE ROLL CALL Yeas: Reps. O'Malley, Griffin, LaFave, Roth, Harris, Sneller, Clemente, Liberati, Puri. Nays: Reps. Eisen, Howell, Carra. Pass: Rep. Shannon. The following people submitted a card in support of SB 706, but did not wish to speak: Karen Johnston, representing Toyota Motor North America. The Chair laid HB 5882 before the committee: HB 5882 (Rep. Roth) A bill to amend 1949 PA 300, entitled "Michigan vehicle code," by amending section 20a (MCL 257.20a), as amended by 2012 PA 239. Representative Griffin moved to report out HB 5882 with recommendation. The motion prevailed 13-0-0: FAVORABLE ROLL CALL Yeas: Reps. O'Malley, Eisen, Howell, Griffin, LaFave, Carra, Roth, Harris, Sneller, Clemente, Shannon, Liberati, Puri. Nays: None. Pass: None. The following people submitted a card with a neutral position on HB 5882, but did not wish to speak: Jenita Moore, representing the Michigan Department of State.
